The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities |
|
|
|
|
|
|
|
This is a general support function role supervised by the National Border Management Officer and if you are selected as the Programme Assistant, you will perform the following duties:
- Assist the National Border Management Officer in all phases of project management including project drafting, monitoring, evaluation process as well as draft Mission generated project proposals;
- Monitor the implementation of the projects (including on site monitoring) and draft reports on the implementation. Update extra-budgetary project proposals;
- Support the cohesive and efficient project implementation process by:
- ensuring that the project objectives are pursued as described in the project proposals;
- ensuring that no major deviation from the timetable occurs;
- ensuring that the project narrative reports are generated timely and accurately as well as they reflect accurate information on the project activities and impact;
- Submit timely purchase requests through Integrated Resource Management System (IRMA);
- Assist in organizing official visits and conferences, compiles background materials background materials and draft papers for seminars and workshops, manage appropriate logistical arrangements;
- Is responsible for effective information management within the border management team, including through keeping of records of meetings where necessary and drafting of monthly activity reports;
- Timely processing with travel arrangements for the border management team to participate in seminars and workshops as well as for national partners;
- Handle incoming correspondence and draft responses as requested, keep the records;
- Interpret and translate from and to Tajik, Russian and English;
- Monitor and collect data on border related activities and border situation within Tajikistan;
- Perform other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Secondary/Higher education supplemented by formal studies in border management, military science or related field;
- At least four years of working experience in a related field, part of which should be preferably have been in international environment; Abundant experience in project management, including project monitoring and reporting, is essential;
- Experience from field work outside of Dushanbe and/or knowledge of integrated border management system;
- Computer literate with practical experience in Microsoft packages and OSCE computer systems (ORACLE, IRMA etc.);
- Excellent written and oral communication skills in English, in Russian and in Tajik languages;
- Possession of a valid driving license is desirable;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, as well as ability to integrate a gender perspective into activities.

Remuneration Package |
|
|

|
|
Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
