Background    
     
   

OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas:  Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats.

Fair open and transparent procurement processes are an essential component for the full implementation of the OSCE Mission to Skopje’s mandate, with the sole objective of fully meeting the requesting program’s technical requirements, delivery deadlines and obtaining best value for money for the OSCE’s or donor organization’s funds.

Following, the COVID-19 outbreak, the Mission issued an exceptional Call for Proposal (CfP) COVID-19 Response Fund, to finance civil society groups, associations, and charities and assist to cope with security challenges in the country by addressing the needs of particularly vulnerable and underserved communities in the face of the COVID- 19 emergency. With the aim to strengthen the Procurement Section’s capacity to efficiently respond to the needs of the COVID-19 Fund, the Mission is looking to engage a Procurement Clerk under a short-term appointment.  

     
Tasks and Responsibilities    
     
   

Under the supervision of the General Services Officer, the short-term Procurement Clerk (G3) will assist the Procurement Section in the day-to-day activities, particularly in relation to COVID-19 Response Fund. More specifically:

  1. Provide clerical assistance in the implementation of all procurement activities in relation to the COVID-19 Response Fund;
  2. Support the preparation of tender dossiers; requests for quotations, public advertisements (OSCE website and / or local media), purchase orders, contract renewals and extensions and contract documentation;
  3. Create purchase orders using the IRMA system, for electronic and written approval, and following approval obtain signatures from the suppliers or service providers;
  4. Extract data, statistics and draft summaries from the IRMA system and other available information from electronic systems / archives;
  5. Participate in meetings with internal stakeholders, potential or existing suppliers or service providers; draft minutes when required;
  6. Provide clerical support in the donation of OSCE assets and materials;
  7. Assist is the preparation of cases to be presented to the Fund Materials Management Committee (FMMC);
  8. Assist with Procurement filing and archiving, and in collaboration with the Records Management Assistant, assist in the archive digitalization initiative;
  9. Provide technical advice and assistance to requesting programs, and clerical support or assistance when required to other divisions within the Fund Administration Unit;
  10. Perform other duties as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed secondary education, supplemented by training in Purchasing and Supply, Logistics, Public Administration, Law or a related field;
  • Minimum of two (2) years of relevant working experience in the area of procurement, administration, supply, logistics or project management;
  • High motivation and willingness to work within tight deadlines;
  • Ability to establish and maintain a constructive working relationship with internal stakeholders and external suppliers;
  • Computer literacy, knowledge of IRMA applications (ORACLE, MS Dynamics etc.), and good knowledge of internet research tools will be considered an asset;
  • Professional fluency in English and in local languages;
  • Ability to draft concise and well-formatted documents;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective work relations with people of different nationalities, religious and cultural backgrounds.

    Remuneration Package    
         
       

    Monthly remuneration, subject to social security deductions, is approximately EUR 1,020.00.

    Social benefits will include participation in the Cigna medical insurance.

    The engagement will be on temporary basis for a period of approximately 4 months.
