Tasks and Responsibilities |
|
|
|
|
|
|
|
The Procurement Assistant will work under the Extra-Budgetary Project of “Stabilisation of Tajikistan’s southern border region with Afghanistan”. This is a general support role supervised by the National Procurement Officer and if you are selected as the Procurement Assistant, you will perform the following duties:
- Supporting the National Procurement Officer in the issuance of tenders and purchase contracts, as well as all preparatory works for this;
- Supporting the administration of the issuance of tenders for locally and internationally purchased items. This includes:
- Preparing comparative tables to analyse bids;
- Monitoring vendor’s performance;
- Following up on deliveries and conformity with purchase orders.
- Reviewing purchase requests to check whether they are complete, are within the allocated budget, contain detailed technical specifications and quote realistic delivery times;
- Upon the request of the National Procurement Officer, monitoring the timely delivery of goods, services and civil works;
- Collecting information for the preparation of technical and legal contracts and interviews suppliers to assess the ability to meet the project’s specifications for performance, price and delivery of goods, services and civil works, as well as obtains terms of purchase;
- Preparing POs, contracts and contract administration;
- Ensuring accuracy and correctness of standards in accordance with OSCE Procurement Rules and Regulations;
- Ensuring that the movement of goods take place in accordance with work safety rules which at all times must be evaluated, and making sure that staff adhere to precautionary measures;
- Maintaining the Suppliers database in ORACLE;
- Briefing project staff on the application of Procurement Regulations/Instructions and ORACLE Purchasing and Assets Applications;
- Performing any other tasks as assigned.
Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications |
|
|
|
|
|
|
|
- Secondary education supplemented by formal business and management training;
- A minimum of four years of work experience in procurement, contracting, inventory and stock management. At least one year of this experience should preferably be with an international organisation or international non-governmental organisation.
- Computer literacy, with practical experience in using Microsoft Office applications;
- Excellent oral and written communication skills in English, Russian and Tajik languages;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|

|
|
Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund. |
