Background    
     
    The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced candidates for the position of Procurement Assistant. The expected duration of the contract is three months (September-November 2017) and the selected candidate should commit to being available for the mentioned period.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Materials Management Officer, the incumbent performs the following duties:

  • Assists the Senior Procurement Assistant in conduction of market screenings, and maintenance of local vendors' database;
  • Prepares the ITB, RFQ, RFP documents and prequalification notices, assists in examination and evaluation of tenders;
  • Assists in preparation of contracts and contract management and assists in preparation of POs and/or contracts and contract management;
  • Ensures accuracy and correctness of OSCE standard item description, category, value, and assignment of all assets to the various locations;
  • Prepares the monthly and quarterly procurements reports;
  • Collects needs for vehicles repair/spares in the Office and follows up on fuel/lubricants requirements for the Office;
  • Performs other duties as required.
     
Necessary Qualifications    
     
   
  • Completion of secondary education supplemented by commercial or accountancy studies;
  • Minimum 4 years of working experience in purchasing, inventory, stock management part of which should preferably have been in an international org or NGO;
  • Some knowledge  of  OSCE  Procurement  Rules and Regulations Computer literate with practical experience with Windows applications;
  • Excellent written and oral communication skills in English and local languages;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the medical insurance scheme.
