Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of local government institutions, developing projects in the areas of rule of law and media development and implementation of the Ohrid Framework Agreement
     
Tasks and Responsibilities    
     
   

Under the supervision of the General Services Officer, the incumbent is responsible for administrative support within the Procurement Section, and for procurement of goods and services. More specifically, the incumbent: 

  1. Collects data on specifications and conditions and assists with the preparation of Requests for Quotations (RFQs); Drafts and dispatches Invitations to Tender and RFQ notices; Receives bids for tabulating technical details and prices, verifies dates and requests additional details from suppliers; Provides clerical support for the evaluation panels for RFQs and tenders; Drafts and dispatches letters of award to successful bidders.
  2. Liaises between vendors and Mission Departments; provides advice to project staff on the application of procurement policies and administrative regulations.
  3. Prepares documentation for customs clearance and other services as required.
  4. Prepares Purchase Orders (POs) based on Purchase Requisitions (PRs) for signature by authorized persons; Assists in the Purchase Orders closure procedure in Oracle throughout the budget year, and within the year end closure procedure.
  5. Maintains the Procurement Office filing system.
  6. Participates in surveys and data collection of the local market, collects catalogues, explores availability of goods or services; Maintains product and suppliers catalogues, monitors local advertisements and identifies emerging companies and products; Assists in the identification of potential vendors and recommends for their inclusion in the supplier database.
  7. Contacts vendors, issues written claims and reminders to vendors on overdue deliveries and letters of complaint if deliveries are incomplete or incorrect.
  8. Compiles information concerning supplier performance evaluation reports in co-operation with project staff.
  9. Performs other tasks as assigned.
     
Necessary Qualifications    
     
   

The candidates should have the following minimum qualifications:

  • Citizenship of the former Yugoslav Republic of Macedonia;
  • Completed secondary education supplemented by formal studies or training in commerce or administration;
  • A minimum of 3 years working experience in commerce, law or office work preferably in an international organization / environment;
  • Computer literate with practical experience with Microsoft applications;
  • Working experience with ERP software (Oracle, SAP, etc.);
  • Excellent written and oral communication skills in English and in local languages;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

* Please note that appointment to this position is subject to approval of the OSCE Unified Budget for 2018.

Monthly remuneration, subject to social security deductions, is approximately EUR 1,183.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
