Background    
     
    OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.
     
Tasks and Responsibilities    
     
   

The incumbent is assignment to the Fund Administration Unit and works under the direct supervision of the Chief of Fund Administration (CFA) and in close cooperation with Senior Procurement Assistant. He/She performs the following tasks:

  • Assists in, and contributes to planning and managing of all procurement and contractual aspects related to procurement of diverse services and goods, in coordination with the CFA and Secretariat;
  • Verifies the correctness and completeness of purchase requisitions (PRs) entered into Oracle System in accordance with OSCE Financial and Administrative Instructions and prepares Purchase Orders (POs); performs regular closure and reconciliation of POs;
  • Verifies, checks and insures the timely delivery as well as co-ordination, and follow-up of timely procurement with suppliers and vendors of fuel, office and cleaning supplies, stationery, furniture, drinking water, and other disposable items required for daily needs of the Mission;
  • Initiates and performs customs clearances of goods delivered to the Mission, and/or dispatching of goods abroad;
  • Performs other duties as assigned.
     
Necessary Qualifications    
     
   
  • Completed secondary education with formal training in commerce,supply chain management, or a related field
  • Minimum 3 years of clerical experience in procurement, administration or logistics
  • Computer literate with practical experience of Microsoft software packages. Knowledge and experience working with Oracle and MS Access database software would be an asset
  • Excellent oral and written communication skills in English, Romanian and Russian languages
  • Accuracy, timeliness, flexibility and attention to detail
  • Ability to work with people of different nationalities, religions, languages, and cultural backgrounds
  • Citizen or Resident of the Republic of Moldova.  
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction is EUR 539.90. OSCE salaries are exempt from taxation in Moldova. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
