Background    
     
    The incumbent is assigned to the Fund Administration Unit of the OSCE Programme Office in Bishkek (POiB) and provides comprehensive analyses, research, monitoring and support for procurement activities of the POiB and required activities within the rest of the country.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Procurement / Materials Management Officer and general supervision of the Chief of Fund Administration the incumbent is responsible for performing the following duties:

  1. Analyses procurement requests of the POiB, clears and publishes advertisements for further procurement of goods/services/works for the POiB needs. Conducts market researches, comparative analysis, advises procurement staff of the results and suggests potential vendors and procedures in line with OSCE procurement rules;
  2. Monitors, maintains and updates POiB data bases of suppliers, vetted and blacklisted vendors;
  3. Deals with complaints from POiB requestors about suppliers’ performance and drafts performance assessment reports. Regularly conduct LWC holders’ performance appraisal;
  4. Maintains POiB database of market prices for the mostly used goods and services;
  5. Creates POs and implements some other activities in IRMA, as decided by the POiB supervisor. Prepares statistics and presents procurement reports upon request;
  6. Draft contracts/agreements with vendors, timely updates lists and contracts with POiB LW suppliers;
  7. Maintain Procurement Archives and records of procurement paper and electronic files;
  8. Prepare background and other relevant information for the Mission’s Fund Material Management Committee (FMMC) and draft FMMC reports;
  9. Perform other related duties as requested.

Necessary Qualifications    
     
   
  • Secondary education supplemented by courses in procurement/commerce;
  • Minimum 4 years of relevant working experience;
  • Certification in Procurement and Supply Operations similar to CIPS Level 2 would be an asset;
  • Computer literate with practical experience in Microsoft Office applications;
  • Excellent written and oral communication skills in English and Russian.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 878.16 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
