The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.
The Office requires the services of a short-term Procurement Assistant on the part-time basis (50%) till 30 June 2019. The Procurement Assistant would conduct all procurement and travel related activities for the Tolerance and Non-Discrimination (TND) Department’s Extra-Budgetary project “Words into Action” (WiA Project) as per the WiA project’s procurement plan.

Tasks and Responsibilities: |
|

|
The Procurement Assistant will, under the supervision of the Chief Procurement Officer (CPO), support the work of WiA Project by processing all procurement related activities envisaged by the project. The work will include the following tasks:
- Procurement of conference and other related services, including performing procurement actions in compliance with the OSCE Common Regulatory Management System, drafting Request for Quotes (RFQ), identifying suppliers and soliciting for offers, drafting evaluation reports and assisting in maintaining providers database;
- Assisting with travel management of the WiA Project and enforcing compliance with relevant travel policies, including confirming compliance to the policies of the electronic Official Travel Authorization request (e-OTA), verifying completeness of all documentation necessary for processing official travels, updating travellers’ profile database and monitoring advance booking performance;
- Processing Purchase Requests and creating Purchase Orders in Oracle system, including assisting in checking the compliance of the requests with the OSCE rules and regulations;
- Preparation and follow-up on implementation of WiA Project procurement Plan;
- Conducting market research and statistics, including preliminary market surveys for future purchase of goods and services in accordance with the procurement plan and updating the central supplier data base;
- Registering Suppliers in Oracle system, including collecting and reviewing the documentation relevant to suppliers entry;
- Performing other repetitive administrative tasks as assigned by the supervisor.

Necessary Qualifications: |
|

|
|
|
|
|
- Completed secondary education. Procurement courses would be an asset;
- Minimum of four years of experience in purchasing field. Experience in international environment would be an asset;
- Advanced computer skills in word processing, spreadsheet and database software. Knowledge of Oracle or other ERP system is a distinct advantage;
- High attention to details, accuracy;
- Professional fluency in English; knowledge of other OSCE languages, especially Russian, would be an asset;
- Initiative and sound judgement Ability to work under time pressure and with tight deadlines;
- Experience of working in a multicultural environment;
- Ability to establish and maintain effective work relations with different cultural and national backgrounds;
- Ability to be discreet and retain confidentiality.

Remuneration Package: |
|

|
|
Monthly remuneration, subject to social security deductions, is approximately 3,500 PLN. OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Cigna International medical insurance scheme (current approximate deduction for a staff member is 44 Euro).
