Vacancy
The incumbent is assigned to the Fund Administration Unit of the OSCE Project Co-ordinator in Uzbekistan and performs all duties connected to the Procurement of goods and services of the office.
Tasks and Responsibilities: Under direct supervision of the Chief of Fund Administration and under coordination of Senior Procurement and Asset Management Assistant, the incumbent performs the following duties:
a) From Procurement Requests (PR) forms presented by Programme Assistants or other members of the OSCE PCUz, issue Purchase Orders for the acquisition of goods, works and services.
b) Carry out market comparative analysis, prepare tender solicitation documents in compliance with OSCE Common Regulatory Management System, distribute Requests for Quotations/ Requests for Proposals, collect Proposals, prepares Quotation Evaluation Reports; assists CFA in monitoring the procurement flow for the compliance with the OSCE rules and regulations;
c) For building maintenance/ management and goods and services required by FAU, the incumbent raise both PRs and the corresponding POs.
d) Maintain contracts with local and international suppliers verify and negotiate the terms of purchase, payment and delivery, and maintain contacts with customs and other authorities to facilitate timely clearance and delivery of goods.
e) Purchase goods and stationary required by the Mission, once they have been approved by the CFA. Drafts periodical procurement, supplies consumption reports;
f) Is responsible for custom clearance for imported goods;
g) Maintains procurement archives;
h) Perform other duties as required.
Minimum Qualifications: • Completed secondary education supplemented by courses on purchasing/procurement techniques or other type of training relevant to the job. • Three years of working experience in the field of procurement or in other related areas, part of which should preferably have been in international environment. Prior work experience should include administrative, commercial or procurement activities. • Computer literacy with practical experience in Windows applications. Prior experience in the use of ERP/IRMA/ORACLE is an asset. • Excellent oral and written communication skills in English and in local languages • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Ability to work with people of different nationalities, religions and cultural backgrounds
Remuneration Package Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
