The OSCE Programme Office in Dushanbe is looking for a highly qualified, motivated and experienced professional for the position of Procurement Assistant for its Border Management Staff College (BMSC) in Dushanbe. |

|
Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of Materials Management Officer and overall supervision of Chief, Fund Administration, the incumbent performs the following duties with primary focus on:
Issuance of tenders and purchase contracts:
- Conducts market research;
- Prepares the ITB, RFQ, RFP documents and prequalification notices;
- Assists in examination and evaluation of tenders;
- Collects the specifications, terms of references, scope of works from Technical Officers, prepares solicitation documents, participates in bids openings and in the administrative and financial part of the evaluations;
- Administers issuance of tenders for locally and occasionally internationally purchased items, coordinates major purchase. Prepares comparative tables to analyze bids. Drafts presentations of purchases to the OSCE Contract Committee. Monitors vendor’s performance; follows up on deliveries and conformity with purchase orders.
Assistance in coordinating and controlling aspects of the procurement process of goods and services:
- Reviews purchase requests to check whether they are complete; are within the allocated budget; contain detailed technical specifications and quote realistic delivery times;
- Monitors timely delivery of goods, services and civil works. Maintains and updates Mission’s supplier database;
- Collects information for the preparation of technical and legal contracts. Interviews suppliers to assess the ability to meet the organization’s specifications for performance, price and delivery of goods, services and civil works, obtains terms of purchase;
- Prepares POs, contracts and contract administration;
- Ensures accuracy and correctness of standards in accordance with OSCE Procurement Rules and Regulations;
- Insures that the movement of goods takes place in accordance with work safety rules which at all times must be evaluated, and makes sure that staff adheres to precautionary measures;
- Maintains Suppliers database in ORACLE;
- Briefs staff on the application of Procurement Regulations/Instructions and ORACLE Purchasing and Assets Applications; Prepares periodic reports on procurement activities for the supervisor’s review, for submission to the OSCE Secretariat;
- Performs other duties as required. Assists supervisor in written and oral translation if necessary.

Necessary Qualifications |
|
|
|
|
|
|
|
- Secondary education supplemented by commercial or accountancy studies;
- Minimum 4 years of working experience in purchasing, inventory, stock management part of which should preferably have been in an international org or NGO;
- Computer literate with practical experience with Windows applications;
- Excellent written and oral communication skills in English, Russian and Tajik;
- Knowledge of OSCE Procurement Rules and Regulations;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|

|
|
Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. |
