General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
Good analytical and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
First-level university degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology or any related social science
Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Experience with leading, designing and implementing media content for interviews, press conferences and media events;
Previous working experience in the media field;
Strong writing and oral communication skills for a variety of audiences;
Ability to act as a Spokesperson when required;
Experience in working with journalists and other media professionals including NGOs;
Professional ability to provide input for social media, features, op-eds and articles;
Experience in dealing with digital photography and video;
Experience in organizing round tables, seminars and conferences;
Ability to initiate projects and work independently;
Proven ability to draft and edit materials for the media, articles and feature stories;
Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environment;
Professional fluency in English, both oral and written, and the ability to draft texts clearly and concisely;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
Cultural sensitivity and sound judgement;
Knowledge of the historical and current political situation in Ukraine;
Ability to operate Windows applications, including word processing, databases, and e-mail.
Experience in working in an international organization, public affairs or professional communications;
Competence in print and electronic media production and the mechanics of print and electronic technology;
Working knowledge of Russian and/or Ukrainian language(s).
Tasks and Responsibilities
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Main duty station will be in Kyiv with frequent travels to eastern Ukraine.
Under the direct guidance and direction of the Chief of Press and Public Information Unit (C/PPIU), as Press and Public Information Officer, you will perform the following duties:
Drafting news items, stories and interviews related to the Mission activities in the area of responsibility;
Co-ordinating work of the Media Focal Points in the field;
Implementing media strategy designed to generate maximum positive local, regional and international coverage of Mission activities throughout Ukraine and abroad;
Organizing press conferences and media events in Ukraine;
Drafting articles and other content for social media and Mission's website;
Acting as Mission's Spokesperson when required;
Monitoring and liaising with local and international media, as well as social media, and producing regular summaries and updates of relevant information;
Handling requests for interviews from domestic and foreign journalists; drafting press lines and talking points;
Developing and maintaining a media contact database;
Contributing input for Mission's website, intranet and social media channels;
Advising senior management on the media related questions and public outreach;
Responsible for the design of the hand-out materials; distributing accurate information on the SMM activities to media in western Ukraine;
Conducting regional outreach activities in support of the Mission's mandate, in co-ordination with the respective Team Leaders and Chief of PPIU at the OSCE Special Monitoring Mission to Ukraine's Head Office;
