The Kyrgyz Republic pays great importance to the implementation of information and digital technologies, in order to increase the efficiency of public administration and reduce the human factor and the corruption component in government bodies of the country. The goal of the Electronic Interoperability Center “Tunduk” (EIC) is to ensure technical coordination in the implementation of the electronic governance system in the Kyrgyz Republic and electronic interaction between government bodies, local governments, government institutions and enterprises, legal entities, and physical persons, including the provision of state and municipal services in electronic format. The EIC seeks to engage the services of a PR and communications specialist to support its work in the area of public relations and media strategy. The EIC and the Economic and Environmental Department of the OSCE Programme Office in Bishkek shall directly supervise the work of the expert.

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Analysis of the communication needs of the EIC, development and implementation of a media strategy;
- Assisting in organizing public events aimed at covering activities;
- Assisting in organizing press conferences, press tours, briefings, media kits, developing materials for interviewing executives in the media;
- Preparation of communication materials, articles on the activities of the enterprise for the media and target audiences;
- Preparation and placement of information about the activities of the enterprise on the site and in social networks;
- Development of materials for advertising and informational nature, printing products, interaction with the printing house;
- Response in case of comments made to the enterprise, preparation of response statements, preparation of explanatory work;
- Assisting in creating a positive image of the enterprise and its IT products;
- Assistance in creating and editing videos;
- Preparation of photo reports, video materials, press releases on public and cultural events. All promo video and printed materials should have a gender/ethnic/religion neutral approach, in order to avoid the dominance of particularly one gender group and to ensure diversity and representation of all genders, ethnicities, cultures, age groups and religions in media outreach campaigns;
- Monitoring and analysis of social media and media;
- Coordination of PR events, including work, corporate, charity events;
- Providing assistance in information interaction with the State Committee of Information Technologies and Communications of the Kyrgyz Republic, for joint activities;
- Fulfilment of any other assignments from the management.

Necessary Qualifications |
|
|
|
|
|
|
|
- Relevant work experience: at least 3 years in the field of PR and communications;
- Knowledge of principles and technologies of PR, marketing and advertising;
- Proven ability to write articles, press releases, advertising texts (examples must be provided);
- Extensive experience in organizing PR events;
- Skills of using the Internet, graphic editors and modern software;
- Excellent SMM skills and promotion in social networks (examples must be provided);
- Knowledge of the Kyrgyz and Russian languages at an excellent level (written and oral). Knowledge of English is an advantage;
- Erudition, creative approach to work;
- Understanding the general principles of digitalization and the activities of the EIC.

Remuneration Package |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. |
