Background

 

 

 

 

 

 

 

The objective of this project is to strengthen the capacities of the State Border Service of Turkmenistan to patrol its State borders through the use of innovative patrolling, surveillance and other border security methods and techniques. This will be achieved by delivering various training activities in green border areas along Turkmenistan’s international borders with Afghanistan. The project will enhance the capacity of the State Border Service of Turkmenistan, with possible engagement of the Border Police of Afghanistan, to detect and interdict illegal cross border movement through the use of improved human surveillance and the provision of associated technical and operational equipment. The government of Turkmenistan will determine the exact number and location of the project’s training sites.

To this end, the OSCE Centre in Ashgabat will deliver a series of specific training courses for conditions for servicemen of the State Border Service of Turkmenistan, and potentially, pending the consent of the relevant Afghan and Turkmen authorities, for the officers of Border Police Afghanistan. To complement the practical training the project aims to procure, use and donate technical and operational equipment and outfit to the participating services.

Brief Description of Objectives:

The objective of this exercise is to strengthen and enlarge the pool of international experts for the Border Control training activities, such as Train of Trainers, Advanced border patrolling, Tactics of patrolling, tactical and technical matters related to green border patrolling in mountain areas, use of innovative patrolling, surveillance, and other border security methods and techniques. Depending on the evolving nature of the specific needs of the project beneficiaries, the topic and focus of the technical and advisory support may include training activities other than the ones listed above. The trainings listed in Annex 1 are planned to take place in the second semester of 2017 and throughout 2018 in Turkmenistan. The exact timelines, the venue of the planned activities as well as the remuneration package will be discussed with the qualified International Experts displaying interest in the particular tasks laid out in Annex 1. 

 

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

Being guided by the Programme Manager, and working under the supervision of the Project Manager, and building on the outcomes of Course delivered in previous years (study information provided), the international expert will have the objective to support OSCE Center in Ashgabat in delivering planned training courses. Each training cycle envisages achieving specific objectives and entails specialized competencies and qualifications to accomplish tasks successfully. List of training courses, description of tasks and responsibilities, deliverables of training courses and required qualifications of experts are described in Annex I attached to this ToR.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

In addition to specific competencies and qualifications required to particular training (see Annex I), all experts are expected to have:

• Minimum 6 years of proven professional experience in a relevant field;

• Experience in creating modular lesson plans and delivering theoretical, practical and field based trainings;

• Experience in dealing with international organizations and foreign law enforcement agencies would be an asset;

• Professional fluency in oral and written English or Russian;

• Knowledge of Turkmen or other regional languages would be an asset;

• Ability and willingness to work as a team member with people of different cultural and religious backgrounds and diverse political views;

• Excellent physical condition;

• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure;

• Proficient with Microsoft Windows based Applications to include Word, PowerPoint, Excel, and Outlook.

Remuneration Package

 

 

 

 

 

 

 

Remuneration depends on the complexity and duration of each training cycle, including the preparation and reporting stage. The contract that will be signed, will depend on the period of time necessary for each training. Days for preparation prior the beginning of SSA (Special Service Agreement) and time for reporting (upon completion) will be determined for each event. The total number of working days of all SSAs should not exceed 120 working days.
