General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in relevant field(s)

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in project management;
  • Thorough knowledge of OSCE practices, agreements and documents relevant for Arms Controls and CSBM (CSBM);
  • Background and experience in Arms Control and Confidence and Security Building Measures, including the application of broader confidence building measures in conflict settlement;
  • Experience in negotiations and liaison with governmental and military authorities;
  • Strong interpersonal and organizational skills;
  • Professional fluency in English and working knowledge of the Russian language;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to drive 4 wheel drive vehicles;
  • Ability to operate windows applications, including word processing and emails.

Desirable:

  • Experience in working in a region with a protracted conflict;
  • Experience in peace-keeping operations;
  • Experience of arms and ammunition storage management;
  • Previous experience with OSCE;
  • Previous experience working in former CIS countries;
  • Working knowledge of the Romanian language.
 
 
 
 
Tasks and Responsibilities

Under the direction of the Conflict Prevention and Resolution (CPR) Project Manager, as Politico-Military Officer, you will be responsible for the following:

  1. Supporting the implementation of projects in the areas of confidence building, arms control and other areas where CPR is engaged;
  2. Co-ordinating CSBM and broader confidence building activities in the Mission and liaising with other OSCE areas and outside agencies and organizations on Arms Control, CSBM and other confidence building matters;
  3. Contributing to the Mission's reporting covering his/her field of responsibility;
  4. Acting as the adviser on all Arms Control and CSBM matters as well as preparing reports and briefing material on the Mission's activities in these areas;
  5. Promoting and monitoring the implementation of Arms Control and CSBM developed by the Mission in order to assist in creating the conditions necessary for a resolution of the conflict;
  6. Assisting in ensuring transparency of the removal and destruction of Russian ammunition and armaments, including the co-ordination of financial and technical assistance offered to facility withdrawal and destruction once the process resumes with OSCE participation;
  7. Assisting in monitoring the situation in the region, including the Security Zone;
  8. Representing the Mission at meetings of the Joint Control Commission, the Body responsible for overseeing the activities of the Joint Peacekeeping Force in close coordination with the Mission's Military Members; 
  9. Performing other duties as required.
