- Some knowledge of the OSCE principles and commitments

Mission Specific Requirements |

Additionally, this particular post has specific requirements:
Mandatory:
- Previous working experience in a programmatic/strategic planning role;
- Proven work experience in project management: project development, including budgeting, monitoring, implementation, and reporting (both narrative and financial);
- Professional fluency in the English and Russian languages, both oral and written, including the ability to draft documents clearly and concisely;
- Strong analytical and negotiating skills with the ability to take corrective measures;
- Supervisory and management experience in an operational/active security/defence environment;
- Experience in dealing with senior military and other high-level governmental officials;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Proven ability to establish contact and constructive relations with local population and officials;
- Flexibility and ability to work under pressure and with limited time frames;
- Ability to operate windows applications, including word processing and e-mail.
Desirable:
- Previous work experience in Central Asia preferably in an international environment or within operational Missions;
- Experience in development and delivery of security and defence initiatives;
- Extensive knowledge of regional political developments and issues related to military matters in Central Asia;
- Experience in negotiation/mediation.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the general direction and supervision of the Head of the OSCE Centre in Ashgabad, the selected candidate will be responsible for reporting of the Centre. Specifically the incumbent wil perform the following duties:
- Monitoring and reporting on the political situation in the country;
- Providing analysis of current affairs and political developments;
- Implementing the Centre's activities in the politico-military dimension of the OSCE;
- Establishing contacts and liaising with senior government officials of the Ministry of Defence, relevant parliamentary committees, and other officials dealing with security and defence issues, as well as with local authorities, universities, research institutions and non-governmental organizations (NGOs);
- Assisting in arranging OSCE events, inter alia, seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
- Liaising with the other OSCE presences in the region;
- Preparing and disseminating information about the OSCE and its activities to local and international media, preparing detailed schedules of project implementation, briefings, presentations in regard to the programme/projects on security/defence initiatives;
- Monitoring and reporting on media developments in the mission area;
- Developing, implementing and monitoring activities and projects related to SALW and Confidence and Security Building Measures (CSBM);
- Performing other duties as required.
