General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Extensive experience in political analysis and reporting
  • Experience in liaising with governmental and non-governmental organizations
  • Strong interpersonal and organizational skills
  • Cultural sensitivity and sound judgement
  • Professional fluency in English and Russian languages, and the ability to draft documents clearly and concisely
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and emails

 

Desirable:

  • Experience of working in the region and knowledge of the historical and current political situation in the Mission area
  • Knowledge of the Romanian language
  • Strong mediation and negotiation skills
  • Experience of working in an international organization, diplomacy or with public affairs

 

 
 
 
 
Tasks and Responsibilities

Under the direction of the Mission leadership, the incumbent will serve as one of two Political Officers sharing the following tasks in support of the Mission's mandate:

 

  1. Provides political advice and support to the Mission in political negotiations involving the Transdniestria conflict;
  2. Chairs, participates in or observes (as appropriate) negotiations between the sides and in multilateral fora regarding aspects of settlement of the Transdniestria conflict;
  3. Assists sides and international negotiating mechanisms in producing documents, proposals and analyses furthering the Transdniestrian settlement process;
  4. Follows and provides political advice on developments in the Gagauz region of Moldova;
  5. Acts as liaison with political and public officials and non-governmental representatives throughout Moldova on all mandate issues;
  6. Supports the work of other Mission members by providing political analysis and representation;
  7. Contributes to Mission reporting and performs any other tasks as required under the direction of the Mission leadership;
  8. Supervises one national staff;
  9. Performs other duties as required
