General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • At least 6 years of relevant professional experience in public service, international organizations and/or media affairs
  • Fluency in the English language, both oral and written, with demonstrated drafting and editing skills
  • Proven skills in political analysis and reporting
  • Experience in the area of public affairs, including political and diplomatic skills as well as knowledge of protocol
  • Experience in leading and/or assisting in leading a team
  • Flexibility and ability to work in a high pressure environment with limited time frames
  • Ability to establish contacts, develop and maintain relations with local political, institutional and civil society interlocutors, as well as with the diplomatic corps
  • Ability to work with minimal supervision and meet tight deadlines
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the history and political and cultural sensitivities of the country  and southeast Europe
  • Experience in working with the OSCE or other international organizations 
  • Prior experience working in the region
  • Knowledge of the local language
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Political and Press Affairs, the Political Affairs/Reporting Officer:

  1. Provides analysis and reports to the Mission's senior management on the political situation in the country and trends affecting the area of responsibility, with a special focus on minority-populated areas; monitors and analyses regional political and security developments;
  2. Drafts all reports for distribution to OSCE delegations and Secretariat including Mission Activity Reports, Spot Reports, background and thematic reports as well as inputs to OSCE annual report, annual gender report etc. actively participates in preparing OSCE budget cycle documents (Programme Outline, Unified Budget Proposal, Programme Budget Performance Report);
  3. Drafts, reviews and/or edits talking points and speeches for the Head of Mission (HoM) and Deputy Head of Mission (DHoM);
  4. Liaises with the Mission's field outlets to ensure that the Office of the Head of Mission is informed of current developments in the mission area; when needed, serves as a liaison between the relevant field officers and their counterparts in Belgrade; accompanies the HoM or DHoM on visits outside of Belgrade;
  5. Establishes and maintains regular contacts with political, institutional and civil society interlocutors, as well as with the diplomatic corps, providing notes;
  6. Establishes and maintains regular contacts with the Mission's programmatic departments to ensure co-ordinated approach and the highest quality of the Mission's reporting;
  7. Maintains regular contact with the relevant desk officer(s) in the OSCE Secretariat to ensure alignment with OSCE-wide policies;
  8. Supervises one local mission member;
  9. Performs other related duties as required.
