Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at OSCE/ODIHR must be borne by their authorities.

Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the First Deputy Director, the incumbent is the principal adviser on ODIHR's programmatic strategic planning, fundraising approach and new opportunities for fundraising. This includes monitoring relevant political developments in (and close to) the OSCE region which can have an impact on ODIHR's programmatic work. It also includes supporting the First Deputy Director with identifying and promoting good practices in ODIHR's work, and contributing to ODIHR's strategic planning initiatives in a similar way, mainly through research and analysis.

Specifically, the Policy and Fundraising Adviser performs the following duties:

  1. Advising on ODIHR's fundraising efforts and approaches;
  2. Identifying and building strategic partnerships with other international organizations, NGOs, coalitions and other relevant counterparts for possible joint initiatives;
  3. Monitoring and reporting on political developments relevant for ODIHR programmatic work;
  4. Researching on good practices in ODIHR programmatic work;
  5. Providing support to briefings and presentations;
  6. Performing other related duties as assigned.

Necessary Qualifications
  • First-level university degree in law, political or social science or related subject, preferably with a specialization in international relations and/or public policy;
  • At least six years (full-time equivalent) of relevant professional experience in diplomacy, international relations, field and reporting work in the areas of human rights and democracy assistance;
  • Experience in project management preferably with donor-funded projects in a complex and/or sensitive political context;
  • Thorough knowledge of the OSCE region;
  • Understanding of the specificity and sensitiveness of activities in the fields of human rights, democratization, tolerance and non-discrimination, Roma and Sinti and elections;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds;
  • Computer literate with practical experience in Microsoft applications;
  • Excellent knowledge of English (written and oral);
  • Proficiency in Russian and/or other OSCE languages is an asset.
