General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience and expertise in two or more of the following areas: organized crime, human and/or drug trafficking, anti-terrorism and extremism, border control and/or management of urban crime projects
  • Experience in the supervision of criminal investigations
  • Experience in applying modern crime investigation methods such as criminal intelligence gathering, surveillance techniques, witness protection and informant handling
  • Experience in the development, management and implementation of police training courses, both generic and specialized
  • Experience in developing multi-agency approaches to tackle community issues especially in regards to the integration of civil society organizations and citizens into policing processes
  • Demonstrated ability to work with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in the English language and ability to draft documents clearly and concisely
  • Ability to operate windows applications including word processing, Power Point and e-mail
  • Flexibility to work under pressure and within limited time frames

Desirable:

  • Experience working with senior government, police officials, international organizations and civil society in the development and delivery of law enforcement initiatives
  • Working knowledge of Azerbaijani, Turkish and/or Russian languages
  • Previous working experience in a police assistance programme, in an international environment or within operational missions, preferably with an OSCE field operation
  • Experience of working in the South Caucasus and / or knowledge of the region
  • Demonstrated ability to successfully introduce new and different concepts to those involved in the security field
  • Prior project design, proposal, reporting and management experience
 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the Head of Politico-Military Unit and the direct supervision of the Senior Police Adviser, the incumbent performs the following duties:

  1. Provides advice and assistance for the implementation of local and national strategies to address organized crime, drug and human trafficking, terrorism and extremism, border control and urban crime;
  2.  Prepares formal needs assessments for, criminal investigation training and/or specialist assistance including technical equipment;
  3. Assesses training needs, develops and manages training programmes for combating organized crime and anti-terrorism as well as evaluating their effectiveness;
  4. Co-operates and co-ordinates with international police liaison officers as appropriate;
  5. Supervises and evaluates organized crime, anti-terrorism, and border control project implementation to ensure cost effectiveness;
  6. Prepares project proposals, budgets and evaluation reports, as well as presentation materials on modern crime investigation strategies;
  7. Liaises closely with the Ministries of Internal Affairs and National Security as well as the State Border Service;
  8. Performs other duties as required.
