Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

 

The Transnational Threats Department (TNTD) was created in the OSCE Secretariat by Ministerial Council Decision MC.DEC/9/11 to ensure better co-ordination, strengthened coherence of action, and more efficient use of OSCE’s resources in addressing transnational threats to security, with a view to achieving the most effective and efficient support to the efforts of participating States in the fight against terrorism, and transnational organized crime, as well as assistance in the area of cyber security, border security and management, police-related activities and the rule of law. TNTD supports the Secretary General by functioning as the focal point of the Organization-wide programmatic activities that relate to countering transnational threats. TNTD further contributes to ensuring coordinated and coherent action across all three dimensions and among all OSCE executive structures, respecting the mandate of each.

 

The Strategic Police Matters Unit (SPMU), as part of the TNTD, responds to requests from participating States for specific expert advice on policing and police-related activities. The SPMU was set up to improve the capacity of participating States to address threats posed by criminal activity and to assist them in upholding the rule of law: it serves as the main focal point of all OSCE police-related activities. 

 

The SPMU is composed of police officers/team members:  a Head of Unit, a Deputy Head, Police Affairs Officers (PAO) and an Administrative Assistant.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Head of Unit and in collaboration with various stakeholders, the Police Affairs Officer, Adviser on Cybercrime supports the OSCE Strategic Framework for Police-Related Activities and will be tasked with performing the following duties:

 

  • Designing, drafting, proposing, developing, implementing and evaluating projects and activities oriented to counter cybercrime and promoting inter-jurisdictional cooperation between criminal justice and investigatory institutions in close co-operation with other PAO’s of the TNTD/SPMU;
  • Analysing data and formulating police-related proposals jointly with national counterparts;
  • Drafting or contributing to analytical papers on cybercrime related issues;
  • Assisting in the organisation and management of expert level police meetings;
  • Contributing relevant content to the POLIS Online Information System;
  • Co-ordinating and liaising with other OSCE executive structures and international organisations, in particular UNODC, Europol, the Council of Europe, ECTEG, and INTERPOL;
  • Serving as the TNTD Focal Point for threats posed by cybercrime issues;
  • Identifying and advising on the needs of criminal justice institutions of participating States in countering cybercrime activity;
  • Representing the SPMU in the TNTD’s Cyber Task Force;
  • Evaluating policing activities and identifying further policing needs in cooperation with OSCE field operations;
  • Responding at short notice to requests for advice or assistance on cybercrime-related issues in an assigned geographical area;
  • Contributing to the identification and extraction of lessons learned and the dissemination of good practices;
  • Representing the OSCE Secretariat at relevant meetings and fora;
  • Any other duties as assigned.

Necessary Qualifications    
     
   
  • Second-level degree in law or related fields, or graduate of a recognized police academy with certification equivalent to an advanced university degree;
  • Recognised certification (or a degree) in cybercrime investigation and digital forensics;
  • A minimum of 8 years of directly related and progressively responsible professional police experience, at least 5 of international experience in field of police co-operation;
  • Extensive experience in organizing and managing cybercrime-related training activities for criminal justice institutions;
  • Established experience in a middle/senior position in an investigative unit of a law enforcement agency, or judicial or prosecutorial office, with an extensive background in cybercrime related investigations;
  • Substantial operational experience in law enforcement management or supervision, having held responsibility for the investigation and management of cybercrime cases;
  • Familiarity with crime intelligence and crime analysis methodology and information gathering from national and international databases;
  • Professional fluency in English (both written and oral) and a working knowledge of another official OSCE language;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
