This position is open for secondment only and participating States are kindly reminded that all costs in relation to this assignment at the Secretariat must be borne by their authorities.

Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

 

The Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aimed at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions and all executive structures, while respecting their mandates, as well as supporting the OSCE Chairmanship-in-Office (CiO) and the Secretary General (SG) in the implementation of related tasks.

 

The TNTD comprises the Co-ordination Cell (CC),  the Strategic Police Matters Unit (SPMU) , the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).  As part of the TNTD, the SPMU assists OSCE  participating States (pS), upon their request, to address threats posed by criminal activity and to support general police development and reform. The SPMU serves as the Organization’s main focal point for all OSCE police-related activities and is currently composed of nine teamstaff members. The selected candidate will be one of six Police Affairs Officers (POAs).

Tasks and Responsibilities    
     
   

Under the supervision of the Head of the SPMU, and when required in close collaboration with the Deputy Head of the SPMU, the selected candidate will have special responsibility for addressing community policing.  In general, the incumbent contributes to the work of strengthening the capacity of the participating States (pS) in implementing the concept of community policing as a tool for enhancing police-public partnerships, building confidence between different ethnic communities, and effective crime prevention.

 

The selected candidate will be tasked with implementing police-related activities in line with Permanent Council Decision 1049 (PC DEC/1049) “OSCE Strategic Framework for Police-Related Activities” and taking a holistic approach towards community policing as a key element of OSCE’s general police development and reform activities, which are an essential tool towards addressing threats posed by criminal activity (including drug abuse, trafficking in human beings and violent extremism and radicalization that lead to terrorism (VERLT)).

 

More specifically, the incumbent will be tasked with:

 

  1. Designing, proposing, drafting, implementing and developing OSCE’s activities/projects in the field of community policing, in close co-operation with other POAs in the SPMU and colleagues in the TNTD, as required;
  2. Supporting the OSCE field operations (FOs) in the design, implementation and evaluation of community policing projects;
  3. Analyzing data and formulating police-related proposals jointly with the national counterparts of participating States and/or FOs to increase the effectiveness of community policing;
  4. Analyzing and sharing lessons learned on community policing among FOs, and relevant stakeholders and practitioners of OSCE pS and other international organizations;
  5. Drafting, upon request, analytical papers on community policing;
  6. Developing guidance material on the topic of community policing in order to ensure an OSCE-coherent approach to community policing;
  7. Facilitating and delivering community policing-related training courses;  supporting FOs and pS in developing/reviewing community policing-related training curricula;
  8. Participating in meetings and fora in area of expertise/responsibility, by initiative and/or upon request;
  9. Responding at short notice to requests from FOs or pS for advice or assistance with community policing-related issues in a given pS and/or geographical area;
  10. Contributing to the general objectives of SPMU and TNTD in the following:
  11. Assisting in the organization and management of expert-level police meetings;
  12. Providing input/relevant content to the POLIS Online Information System;
  13. Co-operating with the Programme Evaluation Support Unit (PESU) in the review and evaluation of project proposals related to policing submitted by the OSCE FOs;
  14. Ensuring co-ordinated activities and liaison with other OSCE executive structures;
  15. Liaising with international organizations in activities to be carried out, particularly with UNODC, UNDPKO and the Council of Europe.

Necessary Qualifications    
     
   
  • Second-level degree in law or graduate of a recognized police academy, equivalent to a second-level degree;
  • At least eight years of diversified and progressively responsible professional police experience and a minimum of five years of international experience in the police co-operation field, security sector reform and criminal justice sector reform, with a focus on community policing; proven experience in a recent similar position as a community policing adviser;
  • Thorough understanding of the principles and best practices of democratic policing;
  • Experience in delivering community policing training and developing training curricula;
  • Experience in establishing and mentoring police-public partnership fora;
  • Solid communication skills with the ability to present ideas clearly and defend and explain difficult issues and positions to staff including senior officials;
  • Professional fluency in English with excellent oral and written communication skills;  knowledge of another OSCE working language is desirable; 
  • Sound knowledge of other police-related disciplines including the field of conflict resolution would be an asset;
  • Project management experience; budgetary and performance-based management experience would be desirable;
  • Analytical skills with ability to identify needs and propose appropriate solutions;
  • Computer literate with practical experience with Microsoft applications.
