General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Full understanding and experience of implementing business change programmes within a police organization
  • Extensive experience in project management, including research, development, implementation and monitoring and evaluation of community based projects and outreach activities
  • Proven facilitation, coaching, mentoring and mediation skills
  • Professional fluency in English and effective oral and written communication and presentation skills
  • Cultural sensitivity and judgment
  • Advanced problem solving and decision making skills and ability to work with own initiative and minimum supervision
  • Flexibility and ability to multi-task, working under pressure and with limited time frames
  • Ability to establish and maintain effective communication and working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint)

Desirable:

  • Previous work experience with an international organization and/or experience in field missions within the reform of police, democratic policing and community policing
  • Experience working on a managerial or higher ranking level for a recognized law enforcement agency
  • Expertise in Police Human Resources policy (recruitment, vetting, continual professional development) and professional standards
  • Experience as police operations officer and/or police liaison officer
  • Experience in working with operational information and reporting
 
 
 
 
Tasks and Responsibilities

Please note that this vacancy is for two positions, Skopje and Tetovo. The start date for Skopje is as soon as possible, for Tetovo not later than in December 2021.

Under the overall guidance of the Chief of Police Development Unit and direct supervision of the Senior Police Adviser, the Police Adviser(s) will be responsible for the following activities within the Host Country Police Sectors for Internal Affairs:

  1. Providing recommendations to the department's and unit's leadership, Ministry of Internal Affairs and other partners in the analysis, development, implementation and evaluation of policing programmes including police reform, training, police/public partnership, crime prevention and fighting organised crimes approaches;
  2. Implementing or assisting in the implementation of other Police Development Unit projects and initiatives that respond to identified needs from the OSCE, national and international partners, within the frame of mission's mandate and available resources;
  3. Assisting counterparts in identifying and analysing emerging security issues. Preparing mission early warning reports and assisting counterparts in devising and implementing appropriate action plans, projects and outreach programmes to address them;
  4. Monitoring and mentoring national counterparts in the implementation of new police legislation and reform strategies;
  5. Organising, facilitating and/or participating in various meetings or working groups aimed at improving inter-ethnic relations within the Host Country in partnership with national and international players, reporting on the same through established channels, following the mission's standard procedures and guidelines;
  6. Ensuring that human rights standards, proportionate representation of police staff, principles of police ethics, gender equality and other internationally recognized standards are integrated at a decentralized level within the police service;
  7. Supervising the work of one national mission member;
  8. Performing other related work as assigned.
