General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Police administrative courses in relevant field and specialized subject area


Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Substantial experience in implementing police or other public security programmes related to cyber-security and cyber-crime, or other organized crime related activity
  • Basic knowledge of other policing programmes in other OSCE participating States
  • Experience in the design, development, delivery, management and implementation of training courses for police or equivalent public security forces, particularly related to cyber-security, the cyber-crime component of organized crime, internet protocol-based investigations, money laundering, and corruption investigation
  • Experience in the design, development, delivery, management and implementation of public  awareness raising activities related to cyber-security and cyber-crime
  • Experience in developing multi-agency approaches to countering the cyber crime component of organized crime
  • Experience in project management and planning issues including research
  • Demonstrated ability to work with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity
  • Excellent presentation and communication skills
  • Professional fluency of the English language
  • Ability to operate windows applications including Word and Power Point
  • Flexibility to work under pressure and with limited time frames
  • Knowledge of the local languages, eg.Azerbaijani, Turkish or Russian


  • Experience in working with senior government and police officials, international organizations and NGOs in the development and delivery of law enforcement or equivalent public security initiatives
  • Recent experience with an OSCE field mission or other international organization in police assistance, counter-terrorism, countering organized crime, countering cyber-crime, or equivalent public security programmes, experience in the South Caucasus would be an asset
  • Experience co-operating with international partners on the legal aspects of cyber-crime investigations
  • Demonstrated ability to successfully introduce new and different concepts to those involved in the security field
  • Senior rank or appointment (active or retired) equivalent in Police
Tasks and Responsibilities

Under the supervision of the Head of Politico-Military Unit, the Police Adviser performs the following duties:

  1. Provides recommendations and develops the strategies for initiating programme activities, especially on contemporary policing methods and initiatives;
  2. Contributes to the development of the Unit's programme outline and associated project activities in conformity with the approved Unified Budget and the mandate of the Office;
  3. Prepares detailed schedules of project implementation, briefings, presentations and promotional materials as required;
  4. Assesses training needs, develops and implements policing training programmes as well as evaluates their effectiveness;
  5. Works together with the senior-level leadership of Police and other public security entities to promote all aspects of work of the Office, and develops co-operative relationships to enhance the work of the Office;
  6. Meets with civil society representatives; liaises with local counterparts at all levels, other international organizations, media representatives; work with all government and non-governmental departments on issues related to cyber-security and cyber-crime;
  7. Performs other duties as required.
