Additionally, this particular post has specific requirements:
Mandatory:

Substantial experience in implementing counter-terrorism (including knowledge of such issues in other OSCE participating States), countering organized crime, countering cyber crime, gender mainstreaming in Police, or other public security programmes
-
Knowledge of other policing programmes, including gender mainstreaming in Police, in other OSCE participating States
-
Experience in design, development, delivery, management and implementation of training courses for police or equivalent public security forces
-
Experience in analyzing training aspects of police co-operation and conducting seminars and other training and awareness raising activities for municipality-level administration, community representatives and law-enforcement or public security staff at all levels
-
Experience in developing multi-agency approaches to tackle community issues especially with regard to the integration of civil society organizations and citizens into policing, counter-terrorism, countering organized crime, countering cyber crime, or equivalent public security processes
-
Experience in project management and planning issues including research and problem solving models
-
Demonstrated ability to work with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity

Excellent presentation and communication skills in English

Ability to operate windows applications including Power Point

Flexibility to work under pressure and within limited time frames
Desirable:

Experience in working with senior government and police officials, international organizations and NGOs in the development and delivery of law enforcement or equivalent public security initiatives

Recent experience with an OSCE field mission in police assistance, counter-terrorism, countering organized crime, countering cyber crime, gender mainstreaming in Police, or equivalent public security programmes, experience in the South Caucasus would be an asset
-
Demonstrated ability to successfully introduce new and different concepts to those involved in the security field

Knowledge of local languages (Azerbaijani, Turkish or Russian)

Tasks and Responsibilities |
Under the supervision of the Senior Police Advisor, the Police Adviser/Transnational Threats performs the following duties:
-
Provides recommendations and develops the strategies for initiating programme activities, especially on contemporary policing methods and initiatives;

Contributes to the development of the Unit's programme outline and associated project activities in conformity with the approved Unified Budget and the mandate of the Office;
-
Prepares detailed schedules of project implementation, briefings, presentations and promotional materials as required;
-
Assesses training needs, develops and implements policing training programmes, as well as evaluate their effectiveness;
-
Works together with the senior-level leadership of Police and other public security entities to promote all aspects of work of the Office related to Police assistance, counter-terrorism, gender mainstreaming in Police, and other public security;
-
Works with all stakeholders to create the basis for the establishment of working relationships with the community at large in order to promote mutual support for the awareness, reduction, prevention and detection of crime, including awareness of the role of women in policing;
-
Supports the continued work and development of existing confidence building measures in selected municipalities,
-
Generates continuing interest and support for the project in the Ministry at the highest level, by enhanced regular presentations to ministry personnel, city Police Departments, and other public security and training institutions;
-
Meets with local community leaders and civil society representatives; liaises with local counterparts at all levels, other international organizations, media representatives; works with all government and non-governmental departments;
-
Prepares presentations of material on project development and conducts presentations;
-
Performs other duties as required.
