Background    
     
   

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

 

Prior to applying, candidates should verify with their respective nominating authority to what extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the High Commissioner on National Minorities are not entitled to a Board and Lodging Allowance payable by the Organization.

 

The Office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. The Personal Assistant to the High Commissioner support the High Commissioner.

     
Tasks and Responsibilities    
     
   

Under the supervision of the High Commissioner on National Minorities and in close co-operation with the Personal Assistant to the High Commissioner, the incumbent will be tasked with:

 

  1. Co-ordinating the High Commissioner's agenda and day-to-day activities;
  2. Drafting the High Commissioner's speeches in close co-operation with Director and Senior Advisers;
  3. Planning the High Commissioner's travel activities and meetings in collaboration with the Personal Assistant;
  4. Acting as primary contact point for OSCE delegations, Chairman-in-Office and Institutions on High Commissioner's behalf;
  5. Co-ordinating High Commissioner's participation in OSCE related events and meetings;
  6. Participating in Senior Management meetings;
  7. Facilitating communication between the High Commissioner and staff on policy and other issues;
  8. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • First-level university degree in Political Science, International Relations, International Law, Sociology or other relevant field;
  • A minimum of six years of progressively responsible professional experience in dealing with international relations, minority issues and human rights, public administration or other related fields, including three years at the international level;
  • Thorough knowledge of international relations, diplomacy, European security issues, international law and human rights;
  • Excellent analytical skills;
  • Ability to work with minimum supervision;
  • Professional fluency in English is essential, including drafting skills, Italian is desirable;
  • Good communication skills, resourcefulness, team spirit, initiative;
  • Ability to work independently but also as part of a team;
  • Computer literacy;
  • Ability to establish and maintain effective working relations with people of different cultural and religious backgrounds, different gender, and diverse political views, while remaining impartial and objective.
