Background

This position is open for secondment only, and participating States are kindly reminded that all costs in relation to the assignment must be borne by their authorities.

Prior to applying, candidates should verify with their respective nominating authority to what extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the Office of the High Commissioner on National Minorities are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States.

 
 
 
 
Tasks and Responsibilities

Under the supervision of the High Commissioner on National Minorities and in close co-operation with the Director and Personal Assistant to the High Commissioner, as Personal Adviser to the High Commissioner, you will be tasked with:

  1. Writing the High Commissioner's speeches in close co-operation with the Director and Advisers;
  2. Acting as contact point for OSCE delegations, Chairperson-in-Office, Secretariat, and Institutions on the High Commissioner's behalf;
  3. Co-ordinating the High Commissioner's participation in OSCE related events and meetings;
  4. Planning the High Commissioners travel activities and meetings in collaboration with the Personal Assistant;
  5. Participating in Senior Management meetings;
  6. Performing other related duties as assigned.

Necessary Qualifications
  • First-level university degree in political science, public administration, international relations, international law, sociology or other relevant field;
  • A minimum of four years of progressively responsible professional experience in dealing with international relations, minority issues, human rights including at the UN Human Rights Council, public administration or other related fields, including three years at multilateral level. A second-level university degree can count for two years' professional experience;
  • Thorough knowledge of international relations, diplomacy, European security issues, international law and human rights;
  • Excellent analytical skills; 
  • Ability to work with minimum supervision;
  • Professional fluency in English and Russian, with excellent drafting skills; 
  • Good communication skills, resourcefulness, initiative-taking;
  • Ability to work independently but also as part of a team;
  • Team player, ability to establish and maintain effective working relations with people of different cultural and religious backgrounds, different gender, and diverse political views, while remaining impartial and objective;
  • Computer literacy.
