Background    
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Payroll Assistant with its Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities    
     
   

Under direct supervision of the National Payroll Officer and overall supervision of the Human Resources Officer and Chief of Human Resources, the incumbent is responsible for maintaining all payroll records and the filing system in the Payroll Office, for monthly payroll entries and assists in the human resources matters:

  • Entering all payroll related deductions: mobile and land-line telephone charges, private OSCE vehicle usage, local property surveys, BLA deductions;
  • Maintaining the ORACLE Human Resources (HR) database; Changing allotments, payment methods, payment instructions submitted by Mission Members on a monthly basis; Advising Mission Members on appropriate payment arrangements and banking system advantages/disadvantages in the Mission, entering banking details;
  • Preparing tables by organizing data and constructing graphs, histograms by displaying statistical information and making analysis of the information; Keeping statistics on all payroll and human resources related data; Preparing Labor Distribution (LD) forms on monthly basis;
  • Entering BLA/Salary advances for all local and international Mission Members;
  • Maintaining archives of the HR Section including on a daily basis checks respective check-lists and reports, introduces a timely follow-up system of collecting relevant documentation; ensuring availability of office supplies for the Payroll Section;
  • Performing related duties as assigned.
     
Necessary Qualifications    
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education; formal specialized training in the area of finance and accounting;
  • At least four years of professional experience in the field of payroll, finance and accounting, preferably in an international environment;
  • Computer literate with practical experience with Microsoft application;
  • Experience with an integrated Human Resource Management and Payroll computer applications (preferably Oracle);
  • Professional fluency in English, Ukrainian  and Russian languages, excellent written and oral communication skills in the mentioned languages;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1029.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
