Background
     
   

The Politico-Military Dimension is tasked with providing expertise to an Inter-Agency Working Group (IAWG) under the Ministry of Interior responsible for drafting amendments to legislation on combatting organized crime and operational investigation. The Politico-Military Dimension therefore requires the services of an experienced policy-drafting expert to support IAWG in drafting comprehensive set of policies, finalization and approval among corresponding government agencies, including the Parliament of Kyrgyz Republic.  

     
Tasks and Responsibilities
     
   

The policy-drafting expert will be tasked to assist IAWG in drafting necessary set of policies, further finalization and successful handover to Parliament for approval by the end of September 2018, to cover, inter alia, the following issues:

  1. Participate and actively contribute to IAWG meetings;
  2. Consult members of IAWG on aspects related to policy drafting and further advancement;
  3. Contribute to IAWG activity through analytical and consultative support;
  4. Assist approval process of final draft-policies among corresponding government agencies;
  5. Successful handover of final draft-policies to Parliament;
  6. Provide interim and final report to POiB/PMD.

Deliverables

  • Interim and final reports on completed tasks (in Russian language);
  • Analysis of legal framework in the area of combatting organized crime.
     
Necessary Qualifications
     
   
  • University degree in law, social/political sciences, international relations or related field;
  • Five-eight years’ relevant professional experience in law and policy-drafting;
  • Good knowledge of policy drafting issues, government agencies activity in Kyrgyz Republic and the Parliament in particular;
  • Professional knowledge of Russian and Kyrgyz languages.
