The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

Tasks and Responsibilities |

|
The OSCE Ethics Co-ordinator is responsible for the overall harmonization, co-ordination, and coherence of relevant standards, norms and policies encompassing the OSCE ethical framework. The incumbent shall provide authoritative, independent advice and recommendations, cognisant of best practices relating to corporate ethics and staff conduct. He/she reports substantively to the Secretary General, and works under the administrative supervision of the Director for Human Resources. The OSCE Ethics Co-ordinator is primarily responsible for:
- Providing confidential, independent ethics advice, esp. in relation to compliance with the Code of Conduct of OSCE officials; Prevention and reporting of misconduct of OSCE officials;
- Advising staff and management on actions that could constitute misconduct under the OSCE ethics framework;
- Supporting management and staff in fostering an inclusive work environment of highest ethical standards and in full compliance with the OSCE regulatory framework and internationally accepted standards
- Advising in relation to conflicts of interest, whistle-blowing protection and protection from retaliation;
- Providing consultative advice related to the OSCE Code of Conduct, the policy framework in relation to Harassment, Sexual Harassment, Discrimination and Retaliation, the OSCE policy on whistle-blower protection and protection from retaliation; and the OSCE policy on prevention and reporting of sexual exploitation and abuse;
- Developing the OSCE ethical framework, through the codification and implementation of policies, designing and executing relevant strategies and plans, including policy recommendations to deal with emerging Organizational needs;
- Performing active outreach to increase awareness of the OSCE ethical framework, promotion of coherent and consistent ethical standards across the OSCE by disseminating best practices;
- Supporting staff and managers to resolve conflicts in the workplace, to manage actual and perceived conflicts of interest, and to help prevent unethical conduct across the OSCE;
- Preparing a variety of reports and communications, including regular communications to senior leadership, managers, staff and other stakeholder groups;
- Performing other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Second-level university degree in organizational ethics, human resources, public or business administration, law, psychology, social sciences or other related field;
- A minimum of eight years of progressively responsible professional experience in administrative management and corporate ethics (inter alia financial disclosures, conflict of interest, dispute resolution, employee relations) in an international organization;
- Experience in staff/management relations, mediation and negotiation skills, mainstreaming diversity, public administration;
- Proven conceptual, analytical and evaluative skills; and an ability to conduct independent research and analysis;
- Proven experience in the management of sensitive information, displays the highest standards of integrity and discretion;
- Demonstrates commitment to OSCE’s values and displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Ability to establish and maintain effective working relationships with people of different national, cultural and professional backgrounds, whilst remaining impartial and objective;
- Computer literate with practical experience with Microsoft applications;
- Professional fluency in English, both written and oral. Working knowledge of other OSCE official languages is an asset.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration is approximately EUR 7,837 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Uations Common System.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
