Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- First-level university degree in business administration, engineering, operations management, project management, or related field; or graduate of a national military or police academy at officer level with career specialization in logistics, procurement, contracting or related field; or project management certification from national board;
- Minimum of six years of relevant professional experience in any of the following fields: engineering, project management, development or implementation of complex technology-based equipment systems in a field setting;
- Experience in developing, implementing, and evaluating technical, operational, logistics and administrative plans, instructions and processes in support of complex projects;
- Proven experience in managing complex technical projects in operationally challenging environments;
- Proven ability to brief complex technical projects and plans comprehensively, accurately and coherently;
- Proven ability to draft, edit and produce written proposals and results-focused reports;
- Knowledge of issues in relevant areas (e.g. planning and implementation of technical projects);
- Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
- Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks and priorities;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Ability to operate Windows applications including MS Project, Word, Excel and Outlook, as well as familiarity with internet search engines and techniques.
Desirable:
- Possession of a valid automobile 'Class C' driving license;
- Experience in off-road driving ;
- Working knowledge of Ukrainian and/or Russian language(s);
- Experience in working in an international environment;
- Experience in working in Eastern Europe and/or knowledge of the region;
- Experience in the application of technological monitoring systems to monitoring of conflicts and/or ceasefire regimes;
- Experience in writing thorough and concise reports;
- Experience in managing staff with diverse experience in volatile security environment.
Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Tasks and Responsibilities |
Under the overall guidance of the Chief of the Technical Monitoring Centre and direct supervision of the Deputy Head of Operations, the Operations Technologies Co-ordination Officer advises the Mission in the development of technology-based projects supporting monitoring and information collection, ensuring coherence with the Mission's overall strategic direction. Additionally, she/he will provide advice to senior management and programme managers on development, tender process support, execution and close-out of technical projects to meet operational requirements, including operational procedures and best practices in technical project management, in line with OSCE standard procedures and Rules and Regulations. The incumbent may be conducting her/his work in the office and field locations in Kyiv and in eastern Ukraine.
More specifically, the Operations Technologies Co-ordination Officer will be tasked with:
- Planning, managing and co-ordinating with the SMM senior management and respective units technical project activities, from substantive, administrative and financial points of view, applying strategic planning and systematic co-ordination of project activities. Projects may include, but are not limited to: long, mid and short-range unmanned aerial vehicle (UAVs), field surveillance using a variety of sensor platforms, movable work/accommodation facilities (container-based), handheld technical equipment for use by monitors, and others;
- Ensuring the quality of outputs and results by establishing effective co-ordination, monitoring, information sharing and reporting systems;
- In consultation with relevant Units/Sections of the Head Office and field teams, developing operational plans and operational instructions for the implementation of technical projects;
- Managing the day-to-day implementation of technical projects, including deployment to the field, and overall co-ordination of project outcomes;
- Liaising with relevant Units/Sections at the Head Office and field teams to determine all necessary operational and logistics support for the implementation of technical projects;
- Identifying and co-ordinating with the respective Unit/Section any support and advice required for the management, planning and control of the project;
- Preparing and delivering briefings and reports on technical projects and its implementation;
- Managing the transfer of project and programme deliverables, including reports, documents, files, equipment and materials as per the standards OSCE procedures;
- Performing other duties as assigned.
