Background
Following on from Albania’s transition from Communism to democracy in the 1990s and recent efforts to engage comprehensively in dealing with her Communist past, including through the Presences’ National Dialogue project on “Dealing with the past”, this section aims to further involve the public in a discussion on rule of law and human rights violations under the communist regime and to foster the conduct of research, leading to a better-informed and facts-based discourse. While academic papers on the subject exist within Albania they are of limited scope and lacking in academic rigour. The limited capacity in Albania in many related research fields, and particularly within the field of transitional justice, has shown the need for strong guidance for researchers, including a thorough research concept developed by high-quality academics. The development of a capacity building project for young researchers in the area of transitional justice can help not only in the promotion of academic rigour in this field but also in helping Albania move forward in its attempts to deal with its past by encouraging further dialogue on this topic. The OSCE Presence in Albania is undertaking a project to develop the research skills of young researchers in the field of Transitional Justice, to that end international experts with relevant experience in this field will be required over the course of this project to provide expertise in specific areas of need. In this regard, the OSCE Presence in Albania is keeping a ROSTER of candidates that potentially and generally qualify for upcoming consultancy positions related to the field of Transitional Justice, in order to have a pool of qualified candidates who have been (fully or partially) vetted as viable candidates through parts of the application process and can be directly contacted to indicate their interest and availability. Those candidates fully having filled the OSCE Application Form and fully meeting the formal minimum requirements as per application form (education, experience) will then be invited to participate in an interview in order to qualify for being put on the ROSTER. Once a consultancy/temporary vacancy arises, candidates having been placed on the roster and matching the needed profile will be contacted by mail, including the specific “Terms of Reference” explaining the organisational setting of the temporary assignment, the specific Tasks & Responsibilities, as well as the start date and duration of the assignment, in order to express interest and availability for this particular assignment. It is up to the discretion of the OSCE Presence in Albania to then hold additional written test, directed more to the specifications of the particular post, and to base the selection on additional interviews with potential suitable candidates.
Tasks and responsibilities:
To enhance this project there is a need to engage international experts with experience in research in the field of Transitional Justice. Specifically the experts may be recruited for the following tasks;
- To review and revise research concepts and methodological frameworks developed by national experts to ensure that the research concepts comply with international best practice standards and correlate with research that has already been conducted on this topic internationally.
- To provide guidance and supervision on the operationalization of the research methodological framework into projects’ designs and to provide a research toolbox that shall guide empirical and fieldwork research.
- To lecture at training courses or conferences organized under the context of this project. Topics for lectures could include; methodologies of research, theories of transitional justice, transitional justice mechanisms, transitional justice in post-communist countries, etc.
- To review and guide research projects developed by young researchers.
- To provide guidance and participate in the selection of young researchers together with the local consultants team;
- To lead a team of editors in the the compilation of an edited volume of researches that shall be published at the conclusion of the research project;
- To present the research output to various academic and non-academic audiences.
Necessary Qualifications:
• Advanced University degree in Law, International relations, Human Rights, Transitional Justice, Peace building or Political affairs;
• Minimum 5 years of professional experience in the field of transitional justice.
• Minimum 3 years’ experience as a researcher or research assistant on transitional justice with experience in empirical research design, fieldwork, data analyses and publication.
• Mandatory teaching / training experience on transitional justice issues demonstrated through academic publications and presentations in seminars and conferences on this topic.
• Excellent knowledge of English including excellent communication and drafting skills.
Remuneration:
The payment will be set upon confirmation of the specific deliverables of the assignment.
