Background
This vacancy is open only for persons with the citizenship of the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project (expected to run until 18 February 2021).
The incumbent will work within the project "Support for Victims and Witnesses of Crime in Serbia" (ExB #2400710), which is placed within the Human Rights and Criminal Justice Unit of the Rule of Law and Human Rights Department.
Tasks and Responsibilities
Under the supervision of the National Project Co-ordination Officer, the incumbent provides secretarial, clerical and administrative support in the implementation of the project activities aimed at strengthening Serbia's criminal justice system in order to support the establishment of a national support network for victims and witnesses of crime in Serbia. Specifically, the Office Assistant:
- Provides administrative and logistical support for the organisation of meetings, training, seminars, round tables, conferences, Project Steering Committee meetings, study visits, retreats and other events organised in the context of the project;
- Submits Purchase Requisitions for goods and services needed for the implementation of the project;
- Drafts Terms of Reference for external consultants/experts;
- Makes travel arrangements for experts, conference participants and OSCE staff;
- Provides interpretation at meetings or translation of documents or articles;
- Maintains co-operation with external partners in order to assist the implementation of project activities and promote the visibility of the project;
- Organizes and participates at meetings/conferences with partners working on victim support topics, in order to collect information about ongoing activities and organize joint activities;
- Ensures proper visibility of the project via social network accounts of the OSCE Mission to Serbia (e.g. Facebook, Twitter, etc.);
- Provides secretarial assistance in the administration of project activities: keeps log of project activities, deadlines and expenditures; keeps minutes from meetings, maintains the filing system and updates/maintains electronic documents management system; maintains the calendar of events for the project, including of non-project activities of relevance for the project's portfolio;
- Performs other duties as required.
Necessary Qualifications
- Citizenship of the Republic of Serbia;
- Secondary education, supplemented by formal studies or training in secretarial administration or project management;
- Minimum (three) 3 years of relevant experience in secretarial/office work and administration and/or project implementation preferably related to the justice sector or human rights;
- Established experience in translation/interpretation;
- Computer literate with practical experience in Microsoft packages;
- Excellent written and oral communication skills in English and Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Possession a valid driving licence.

Remuneration Package
The incumbent will receive a one-year Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance, until the end of the Project. The Project is expected to run until 18 February 2021.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 1,308.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
The OSCE retains the discretion to re-advertise the vacancy, cancel the recruitment, offer an appointment at a lower grade or offer an appointment with a modified job description or for a different duration.
