Background:
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.
In accordance with the mandate of ODIHR, the Human Rights Department (HRD) assists OSCE participating States in fulfilling their obligations to protect and promote human rights and fundamental freedoms in a number of areas. In particular, the Human Rights Education and Capacity Building Programme aims to increase the capacity of government officials to respect, protect and fulfil human rights and strengthen the capacity of civil society actors and national human rights institutions (NHRIs) to monitor, report on and promote human rights and fundamental freedoms. It is to further this goal that the programme, jointly with the European Network of NHRIs (ENNHRI), is organizing the NHRI Academy on an annual basis.
The NHRI Academy brings together 20 staff members from NHRIs across the OSCE area, in order to build capacity of their institutions to promote and protect human rights in a gender sensitive manner. The NHRI Academy provides a customized and practical training for NHRI staff, concentrating on themes specific to NHRIs. The Academy also creates an environment for sharing best practice between peers, and a platform to establish common understanding for joint work and interventions by NHRIs. The 2021 NHRI Academy will take place online, via Zoom, on 11 – 25 June 2021.
The Human Rights Education and Capacity Building Programme seeks to engage a Consultant with relevant experience in promotion and protection of human rights, in particular protection of human rights defenders and civic space, to support the 2021 NHRI Academy.
Tasks and Responsibilities:
Under the supervision of the Human Rights Adviser, the Consultant will be tasked to:
1. Prepare relevant training sessions for the 2021 NHRI Academy on NHRIs work in protecting human rights defenders (2 days total). In close coordination with the organizers of the Academy the Consultant will:
Prepare content for the training sessions on NHRIs work in protecting human rights defenders, and deliver an interactive and gender-mainstreamed training plan that is adapted to needs of the participants of the NHRI Academy as well as to the overall objectives of the course;
Assist ODIHR in preparing materials in relation to the Consultant’s training sessions that need to be completed by the participants before the Academy (e.g. reading materials, needs assessment of participants).
2. Deliver the prepared training sessions during two days of the 2021 Academy (14 June 2021, 18 June 2021; delivery 2 days total);
3. Support course roll-out, including joining group discussions with participants between sessions, providing online support to participants between sessions, engaging in one-on-one discussions with participants and organizers, and coordinating sessions content with other facilitators (2 days);
4. Deliver a brief report (3 A4 pages max) on the learning outcomes of the sessions, also addressing challenges during implementation and suggestions on how to improve future NHRI Academy programming, by 15 July 2021 (1 day);
5. Provide, in cooperation with the Human Rights Adviser and ENNHRI Secretariat, an online coaching and follow-up support to the participants, including online calls and email communication, with a primary focus to engage with the selected NHRIs and plan the follow-up assistance (training specifically designed for selected NHRIs on monitoring of human rights defenders), by 31 August 2021 (6 days);
6. Draft one evaluation report (3 A4 pages max) outlining the results of the NHRI Academy and the coaching process and its results, by 15 December 2021 (1 day).
Necessary Qualifications:
At least 6 years of relevant professional experience in the field of human rights, human rights defenders and capacity building;
First level University degree, preferably in international law or human rights;
Extensive experience and knowledge in promotion and protection of human rights including the role of NHRIs in promoting and protecting these rights;
Extensive experience in providing technical expertise (e.g. training and capacity building activities) to human rights defenders, incl. NHRIs, on human rights;
Excellent English written and verbal communication skills;
Demonstrated gender sensitive and cultural awareness, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:
Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
