Background    
     
   

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office (CiO) in relation to field related activities and is the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The Communications Network Programme within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC, and other political bodies, by providing the technical means for secure communication between Participating States in order for them to meet their international commitments.

 

     
Tasks and Responsibilities    
     
   

The Network Management Team (NMT) manages the OSCE Communications Network and provides direction to participating States as well as contractor staff regarding support of network operations and OSCE software. The NMT administers network operations from the Conflict Prevention Centre (CPC). Under the overall supervision of the Senior Communications Network Officer, the Network Management Officer is responsible for the accomplishment and coordination of the following tasks:

 

  1. Monitoring network traffic and responding to Help Desk inquiries from users by giving a direct response to users if a standard solution is available or by developing and evaluating alternative solutions when one is not readily available;
  2. Assisting users with installation and troubleshooting of software and updates, either by telephone, remote control of the user's computer or if necessary, travelling to remote OSCE locations;
  3. Developing technical solutions to maintain network security, reliability and integrity;
  4. Training users, organizing User Group Meetings (UGM) and ensuring network discipline by improving procedures and protocols;
  5. Assisting the Senior Communications Network Officer in the supervision of the out-sourced contract and acting as a replacement for the Senior Communications Network Officer as required;
  6. Performing other related work as assigned.

Necessary Qualifications    
     
   
  • First-level university degree in University degree in Telecommunications/Electrical/ Electronic Engineering; Microsoft Certified System Engineer Certificate would be an asset;
  • Minimum of six years of progressive experience in worldwide networking and Virtual Private networks;
  • International experience obtained at a national Telecommunications Administration or an international Telecommunications Authority with a good understanding of worldwide communication;
  • Professional fluency in the English language including excellent drafting skills;
  • Excellent communication skills, resourcefulness, initiative, maturity of judgement and team spirit;
  • Knowledge of MS Windows Server 2008 R2 to present, MS Windows XP, 7 and 10, Exchange Server 2010, VMware, CISCO ASA Firewalls; TCP/IP protocols;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

 

     
Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,129, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
