Background    
     
   

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and organized crime.

The Mission is co-implementing the Extra Budgetary project “Supporting a More Effective Judicial Response to Corruption and Organized Crime in the Western Balkans”, which  will focus on supporting a more effective administration of justice with regards to serious corruption and organized crime cases in North Macedonia, through trial monitoring.

 

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Project Officer, and overall supervision of the Head of Human Dimension Department (H/HDD), the incumbent(s) will be responsible for monitoring and analyzing corruption and organized crime cases from the indictment phase to their completion, more specifically:

  1. Monitoring corruption and organised crime cases;
  2. Reviewing and performing analysis of relevant data, and drafting reports on compliance with applicable framework provided by law and best practices;
  3. Monitoring and drafting reports on the work of relevant Judicial and other institutions responsible for the investigation and processing of corruption and organised crime related offenses before courts;
  4. Conducting media analysis and supporting the organization of consultations and discussion forums to ensure awareness of recommendations by key stakeholders;
  5. Supporting the Project Officer to prepare and conduct interviews with selected stakeholders;
  6. Supporting the Project Officer to design and organize peer learning events;
  7. Performing preliminary analysis of data collected through case monitoring and stakeholder interviews;
  8. Drafting quarterly project implementation reports, as well as “country chapters” for Inception, Mid-term, and Final Reports;
  9. Performing other duties required as part of the project implementation.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • First-level university degree in law;
  • Minimum two years of practical courtroom experience;
  • Proven experience in drafting legal analytical reports;
  • Experience and knowledge of international fair trial and human rights standards;
  • Experience and knowledge of international anti-corruption conventions;
  • Experience and knowledge of international standards and OSCE commitments in the field of rule of law reform processes; 
  • Experience and knowledge of the domestic political situation and local judicial structure, including the framework pertaining to the processing of corruption and organised crime crimes;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and spoken communication skills in English and local languages;
  • Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; 
  • Holding a valid driving license.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,915.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
