Tasks and Responsibilities
The National Trend Analysis Officer contributes to the overall work of the Unit by analysing data on the ceasefire regime and the withdrawal of heavy weapons stipulated by the Minsk arrangements, following relevant political developments and providing political briefings to the Unit’s management; identifying and analysing security trends; and advising the Unit’s management on providing guidance to the monitoring teams (MTs), on policy decisions, etc. The incumbent also develops and maintains contacts with relevant national interlocutors and contributes to the improvement of data collection and analysis data collected by the Mission.
Under the direct supervision of the Deputy Head of Reporting and Political Analysis Unit the incumbent will:
- Process information collected by SMM monitors related to the ceasefire regime and the withdrawal of heavy weapons and ensure quality control;
- Identify and analyse trends related to the ceasefire regime and the withdrawal of heavy weapons stipulated by the Minsk arrangements;
- Prepare talking points and presentations for official meetings of all levels;
- Contribute to the preparation of weekly reports (the parts on ceasefire violations (CFVs): annex and weekly CFV analysis);
- Record and log correspondence received by the SMM and other relevant documents related to allegations of breaches of the Minsk agreements;
- Monitor political and security trends, developments in Ukrainian institutions and relevant changes in national legislation, and prepare briefings and background material on such developments;
- Identify and analyse Ukraine-related developments in international affairs;
- Establish and maintain contacts with relevant governmental and non-governmental actors, liaise with national interlocutors in order to monitor political developments in the country;
- Provide background information and assessment of relevant security developments in the country;
- Participate in meetings with political actors, state institutions, civil-society organizations, academia; provide translation if required and report on these meetings;
- Analyse information collected by the monitoring teams (MTs) to identify relevant trends and issues to be followed-up;
- Deliver training sessions for new team members at the induction trainings of the Mission;
- Propose improvements for data collection and analytical tools to be used by the MTs and the Reporting and Political Analysis Unit;
- Perform other duties as required.
Necessary Qualifications
- Ukrainian citizenship or holding permanent resident status in Ukraine;
- University degree in Political Science, International Relations, Geography and History, Public or International Law or in a related field;
- Minimum of two years of relevant professional experience in political analysis, journalism, or academia;
- Excellent oral and written communication skills, professional fluency in English, Ukrainian and Russian including the ability to translate in meetings;
- Ability to work with maps and analyse complex information;
- Ability to work with data;
- Very good knowledge of Ukrainian institutions and Ukrainian public law;
- Strong analytical skills with the ability to report and analyse relevant development and capacity to contribute to the elaboration of advice and policies;
- Computer literate with practical experience in Microsoft packages, notably Excel;
- Good communication and public relations skills and diplomacy/tact in all dealings;
- Ability to work with people of different nationalities, religions, and cultural backgrounds;
- Ability to maintain a sense of professionalism and team work while working under pressure and with short deadlines;
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package
Monthly remuneration, subject to social security deductions is 1691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.How To Apply
