Background    
     
   

The OSCE Programme Office in Dushanbe is looking for a highly qualified, motivated and experienced professional for the position of National Training Officer for its Border Management Staff College (BMSC) in Dushanbe.

Please note that grade of the post is subject to classification results.

     
Tasks and Responsibilities    
     
   

Under direct supervision of BMSC Director, and in close co-ordination with the BMSC Chief Training and Education Officer, the incumbent performs the following duties, all related to the one year Border Security and Management for Senior Leadership Course (BSMSL) and the one month Border Management Staff Course, as well as other thematic events and activities:

Training related:

  • Designs new course programmes (curricula) and further expands/develops existing programmes and other professional development activities, using theoretical and practical techniques/exercises and field study visits;
  • Develops the methodology of the training;
  • Organizes and creates training environments, training aids, and lesson facilities;
  • Drafts Lesson Plans based on the curriculum and prepares PowerPoint presentations and Training Manuals;
  • Delivers learning sessions during courses;
  • Facilitates groups of participants during the group works;
  • Identifies and supervises relevant research to be undertaken by participants within the one-month Staff Course and one-year BSMSL. Provides research methodology and presentation skills learning sessions to participants as necessary;
  • Contributes to the administration and maintenance of E-learning activities of the BMSC;
  • Coordinates the translation of the training materials in all relevant languages and monitors the quality of the work;
  • Liaises with and brings in professional instructors to deliver the courses and conducts course familiarization for new experts and actively searches for experts through relevant databases and forums as well as with the support of the Academic Advisory Board (AAB);
  • Provides all types of feedback from BMSC participants and instructors to management;
  • Contributes to monitoring and evaluation of BSMSL and Staff Courses, as well as other BMSC activities, including of their mid-term outcomes and the measurable impact;
  • Organizes meetings with affiliates and represents the BMSC as training expert in regards to curriculum and programme development explanation;
  • Plans, organizes, co-ordinates, and conducts field study visits;
  • Organizes and implements BSMSL as a course leader.

Administration related:

  • Also in co-operation with the Fund Administration Unit (FAU), identifies, and oversees the provision of all the necessary administrative, logistical, and financial support (including translation) needed to conduct the BSMSL and Staff Courses and other events;
  • Collects documents and data related to project planning and implementation status;
  • Compiles course and other programmatic reports;
  • Contributes to new project proposals, within the College’s yearly planning and multi-year outlook;
  • Prepares all relevant administrative documents;
  • Directly supervises the locally-recruited project assistants of the BMSC.

Operational:

  • Advises on outline and instructors of the staff courses and other events to the needs of 57 OSCE participating States (pS) and Partners for Co-operation (PfC);
  • Oversees the BMSC database maintenance;
  • Ensures the BMSC library as well as the College’s training and education related archives are further expanded and maintained;
  • Assists other BMSC staff on project-related issues (design, performance, evaluation and reporting,) throughout the entire project cycle;
  • When requested, participates with other BMSC staff in their activities;
  • Performs other duties as required.
     
Necessary Qualifications    
     
   
  • First-level degree in international studies, security or social studies related subject;
  • Formal education in education, curriculum development, or adult education related studies would be an advantage;
  • 6 Years of progressively responsible professional experience in national and/or international organizations working with educational programmes in the area of curriculum design and development;
  • Experience as an instructor, in the introduction of andragogical training methods and student-centred learning;
  • Computer literate with practical experience in Microsoft packages;
  • Excellent written and oral communication skills in English as well as Tajik and/or local languages; Oral and written communication in Dari and/or Russian highly desirable;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
