Background    
     
    The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.
     
Tasks and Responsibilities    
     
   

The National Training Officer will work under the Extra-Budgetary Project of “Stabilisation of Tajikistan’s southern border region with Afghanistan”. This is a professional function role supervised by the Project Manager and if you are selected as the National Training Officer, you will perform the following duties:

  1. Developing customized training courses and related training materials for the Committee on Emergency Situations and Civil Defence (CoESCD) on the following topics: a. Sustaining Field Operational Capacities; b. Winter specialization c. Rescue on water d. Advanced first aid e. Mountain rescue.
  2. Taking the lead in organizing all aspects of the above-mentioned training courses and in doing so, liaises closely with the CoESCD;
  3. Identifying and selecting relevant national and international trainers for the courses;
  4. Reviewing and providing quality assurance on national and international trainer presentations;
  5. Systematically capturing and incorporating lessons learned and best practices from courses into future lesson plans and ensuring all training courses are evaluated in a participatory manner;
  6. Delivering lesson(s)/classes/training as necessary;
  7. Providing daily supervision and guidance to a Training Assistant and a Driver;
  8. Providing the Project Manager with regular input to donor and monthly activity reporting;
  9. Performing any other tasks as assigned.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications    
     
   
  • University degree in environmental studies or Project Management related subject. A valid driving licence;
  • A minimum of two years of progressively responsible professional experience in a training capacity with a national institution or international organization or relevant non-governmental entity that works directly on disaster risk reduction;
  • Established experience in developing and implementing training programmes as an instructor;
  • Demonstrated organizational, supervisory and analytical skills, as well as resourcefulness, initiative and maturity of judgement;
  • Computer literacy, with practical experience in using Microsoft Office applications;
  • Excellent oral and written communication skills in English, Russian and Tajik languages;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
