Background    
     
   

The OSCE Mission to Montenegro, together with the Ministries of Interior (MoI) and Justice, with the support of the Committees of the Parliament of Montenegro for Security and Defence and Gender, and the OSCE/ODIHR, organizes trainings on human rights and gender, one for the MoI/Emergency Response Directorate personnel and the other for Ministry of Justice/Institution for Enforcement of Penal Sanctions (ZIKS) in the period from 3 to 8 December 2017. Respect for and protection of human rights and equal rights and opportunities for women and men are fundamental to achieving comprehensive security. Threats to stability can arise through a security sector in which human rights and obligations of the security forces personnel, as well as the gender considerations are not properly understood. The intended result of the trainings is to increase the awareness of security sector personnel of their human rights and obligations, as well as of the relevance of the integration of a gender perspective into their work. This training is to ensure that women and men from the security sector are aware of their legal rights and obligations, as well as of the rights arising under international conventions and the OSCE Code of Conduct on Politico-Military Aspects of Security. The project is expected to contribute to mainstreaming human rights and gender aspects of Montenegro’s security forces personnel into general policies and training programmes of the country’s security sector, as well as in the academic programmes.

  • Objective
  • Provide inputs to the OSCE Mission to Montenegro for the definition of the human rights and gender training curriculum for security sector personnel;
  • Provide effective assistance to the International Trainer with delivering professional lectures in the sessions 5, 6, 7, 8 and 9, as per the working training curriculum draft, as well as co-ordinate the involvement of the MoI/Emergency Response Directorate and the Ministry of Justice/Institution for Enforcement of Penal Sanctions (ZIKS) lecturers in the mentioned training sessions;
  • Provide effective assistance with furnishing recommendations for the way ahead with a view of streamlining HR and gender into general policies and training programmes of the security sector personnel of Montenegro
     
Tasks and Responsibilities    
     
   
  • The Expert will be contracted under Special Service Agreement in order to provide effective assistance with the final design of HR and Gender focused three-day HR and gender training curriculum for the MoI/Emergency Response Directorate and the Ministry of Justice/Institution for Enforcement of Penal Sanctions (ZIKS) personnel, to be held from 3 to 8 December 2017, and assist the International Trainer with delivering professional lectures in the sessions 5, 6, 7, 8 and 9 to a group of up to 25 trainees.
  • The expert shall co-ordinate the delivering of lectures with the national lecturers in the mentioned training sessions.
  • Under the supervision of the OSCE Mission to Montenegro manager of the project, and under the guidance of the International Trainer, the Expert will have a responsibility in the final formulation of the training sessions 5, 6, 7, 8 and 9 that require national expertise and its subsequent delivery.
  • Following upon the training, the Expert will assist with furnishing recommendations for the way ahead with a view of streamlining HR and gender into general policies and training programmes of the overall security forces of Montenegro.
     
Necessary Qualifications    
     
   
  • Relevant academic degree in security studies;
  • At least 5 years of relevant professional experience, with more than five years of relevant teaching experience in the field of security;
  • Flexibility and ability to work under pressure and with limited timeframes.
