Location: Dushanbe, Khujand, Kulyab, Qurgonteppa, Tajikistan Duration of assignment: 17 April – 17 May 2018 Today in Tajikistan 32 television channels are in operation, of which 12 are government-owned, 15 are independent, and five are cable ones. In addition, 28 audio and video production studios operate. In rural areas, users generally use TV and Radio as their information source. Newspaper circulation is very small and almost 84% of population of Tajikistan receive information through TV channels. In September 2017 the Committee on TV and Radio established a new Working Group on digital switchover composed of relevant government structures and representatives of civil society and adopted the Action Plan for the Working Group to work in direction of developing the digital broadcasting in Tajikistan. According to this Action Plan the working group is tasked to define the main objectives of the transition from analogue to digital broadcasting i.e. legal regulation, technical and other issues of the digital broadcasting in the country. During the meeting in October 2017, representatives of the Working Group on Transition to Digital Broadcasting under the Committee on TV and Radio (Working Group) requested the OSCE Programme Office in Dushanbe (POiD) to support them in conducting the switchover process. In 2018 the POiD will work closely with the Working Group to ensure the smooth transition process in Tajikistan. Main directions of the OSCE POiD support to the government, civil society and people of Tajikistan in the field of digital switchover are in revising existing legislation and bringing them in line with the OSCE standards, assisting local independent TV channels in developing a modernization plan for their transmitters, organizing a study tour to Lithuania to learn the positive experience of the country conducting public awareness raising campaigns to ensure that citizens get ready for the switchover process, at the same time organize campaign tours to the regions to encourage local authorities to financially support local independent TV channels for smooth transition process. |

Tasks and Responsibilities | ||
The OSCE POiD is seeking the services of a national technical expert with extensive work experience in TV and Radio broadcasting engineering, as well as telecommunications engineering to conduct assessment of the existing transmitters of 15 private TV channels. The whole assessment process and the development of modernization programmes for all 15 private TV channel will be conducted within one month period. This process and the results of the assessments will allow the independent TV stations to calculate and asses their capability to conduct the complete and smooth switchover to digital broadcasting. Scope of work and expected outputs: The scope of work of the national technical expert will consists of a technical audit of 15 private TV channels in Tajikistan: Assess and analyse the technical conditions of transmitters of each private TV channel in Tajikistan; based on the conducted assessment prepare a final report on the current condition of the transmitters of private TV channels; Develop modernization plans of transmitters for each assessed private TV channel that has to include the list of needed equipment with approximate costs to upgrade the existing transmitters in order to conduct a smooth transition to digital broadcasting; Submit the developed documents - (1) final narrative report on the current condition of the transmitters of private TV channels and (2) modernization plans of transmitters for each assessed private TV channel) - to the OSCE POiD; Undertake any other related tasks requested on an ad hoc basis; The scope of work can be amended or specified for the purpose of the assignment. |

Necessary Qualifications | ||
Master degree or equivalent (5-year university education) in TV and radio broadcasting engineering, telecommunications engineering, technical or natural sciences or any other relevant field; At least 5 years of experience in the field of TV and Radio Broadcasting engineering or telecommunications engineering, as well as other relevant field to this assignment; To have a deep knowledge of transmitting and other relevant technical equipment needed for a digital broadcasting; Knowledge of the country’s current situation and challenges with regard to the transition from analogue to Digital Switchover would be a strong asset; Experience in technical aspects of TV broadcasting equipment and transmitters and other means of signal transmissions; Knowledge of Russian would be a strong advantage; Proven commitment to the core values of the OSCE; in particular, is respectful of differences of culture, gender, religion, ethnicity, nationality, language, age, disability or other status; Responsibility, flexibility, creativity. | ||
