| Tasks and Responsibilities |

Under direct supervision of the Chief of Mission Security (CMS) and his/her Deputy (D/CMS), the incumbent is responsible for assisting and advising on planning and implementing arrangements designed to ensure security and safety of Mission Members and visitors as well as security and safety of the Mission’s property and premises.
The incumbent obtains and evaluates a broad spectrum of security-related information; drafts and maintains security related guiding documents, in particular security surveys, security instructions, procedures, incidents reports assessments, security advisories, and manages the SMM HO Warden system.
More specifically, National Security Officer is responsible for the following tasks and responsibilities:
- Assists and advising on developing and maintaining the Mission Security Plan (MSP), contingency plans for emergency situations and Security Risk Assessments in the Area of Responsibility (AoR);
- Plans and implements activities designed to ensure security and safety of Mission Members, visitors and mission property and premises;
- Establishes lines of communication with security focal points, and security providers, operating in the AoR in order to ensure maximum security coordination. Responds to security incidents involving SMM staff and assets at the duty station as required;
- Undertakes necessary measures for ensuring safety of SMM premises at the duty station, fire safety and emergency preparedness; conducts security surveys of staff residences and Mission premises as directed, and recommends appropriate arrangements for security enhancement;
- Organizes and coordinates the work of contracted security guards, provides relevant training and ensures good operational state of all security equipment;
- Performs other duties as required.

| Necessary Qualifications |
|

|
The candidates should have the following minimum qualifications:
- Citizenship of Ukraine;
- A first level University degree in security studies;
- Minimum of two years of professional experience in security or international relations with focus on security management;
- Knowledge, understanding and ability to manage security challenges in conflict environment;
- Possession of a valid automobile Class B driving license and ability to drive a 4x4 vehicle using manual transmission. Class C driving license is an advantage;
- Ability to operate Windows applications including word processing, database and email;
- Prior experience with the OSCE, UN system or an international NGO is desirable;
- Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently;
- Professional fluency in English, Ukrainian and Russian languages, both oral and written;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

| Remuneration Package |
|

|
Monthly remuneration, subject to social security deductions is 1,691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
