Background    
     
    Under the direct supervision of the Programme Office in Bishkek (POiB) National Security Officer (NP2) and in close co-ordination with Deputy Head of Programme Office/Head of Programme Office (DHoM/HoM), the incumbent will be responsible for all physical security measures related to security/crisis readiness and prevention in the Bishkek Office.
     
Tasks and Responsibilities    
     
   

The incumbent will be a member of the Security Management Team in the POiB Office and be assigned to:

  1. Assist the POiB  National Security Officer in the execution of responsibilities with regard to the security of the POiB  Office, their staff and property;

  2. Ensure that POiB  mission members are kept informed on matters affecting their security, including health hazards and that appropriate arrangements are made for briefing newly arrived staff;

  3. Develop good contacts with the regional law enforcement agencies and civilian government structures with a view to obtaining the best possible protection for mission staff and property;

  4. Enforce movement control and security clearance policies and oversee the daily status report of the POiB  staff (including approving all official travel from a security perspective of Bishkek Office in Kyrgyzstan;

  5. Select, train and supervise Bishkek Office security guards; ensuring that good health and safety practices are followed as well as implementing laid down procedures;

  6. Monitor and report any violations of the OSCE Code of Conduct and the Staff Rules and Regulations as pertains to the leakage of internal confidential information related to the work of POiB  by mission members to external parties;

  7. Co-operate closely on security issues with relevant OSCE Mission Members from Ex-B projects working in Kyrgyzstan, other organizations operating at the duty station;

  8. Report on all cases in which mission staff have been a victim of criminal acts or any security related incidents and following up on those cases;

  9. Ensure in close co-operation with IT, good state of repair of all security and communications equipment and that the appropriate level of confidentiality is maintained with regard to security matters;

  10. Perform other tasks and duties as required.

Necessary Qualifications    
     
   
  • University degree in law, political or social sciences or military/police academy training equivalent to a first level university degree;
  • A minimum of two years of progressively responsible professional experience in security-related matters in military/police operations;
  • Experience in an international or mission environment would be an asset;
  • Computer literate with practical experience in Microsoft packages;
  • Excellent written and oral communication skills in English, Russian and local language;
  • Knowledge of other OSCE languages would be an asset;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Possession of a valid driving license;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1455.58 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
