The OSCE Special Monitoring Mission (SMM) to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Rule of Law Officer with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council decision to extend the mandate of the Mission.
The incumbent is one of two National Rule of Law Officers working closely with the Rule of Law Advisor in the Human Dimension Unit (HDU) of the SMM Head Office. As one of two Ukrainian legal officers in the Unit, the incumbent is responsible for analyzing inputs from monitoring teams and drafting reports on rule of law issues relevant to the Mission’s mandate, but also for providing accurate and timely legal analysis on a much broader range of issues dealt with by the Human Dimension Unit.
More specifically the incumbent is responsible for:
Analyzing inputs from monitoring teams on trial monitoring and access to justice, and drafting regular analytical updates and reports on rule of law issues in Ukraine based on these inputs.
Identifying priorities for rule of law monitoring and drafting guidance notes, questionnaires, tracking tools and other means of implementing effective monitoring of these priority issues, using inputs from teams.
Legal analysis and drafting memoranda on the legislative and policy developments in the area of rule of law, based on research and the incumbent’s legal knowledge.
Legal analysis, research, and drafting memoranda on other human dimension issues, in response to requests from HDU colleagues and monitors from the field.
Presenting SMM findings on rule of law issues in a variety of contexts through oral presentations, from internal briefings for senior management to external presentations to Ukrainian and international audiences, and sharing information in writing with partners.
Providing comments and feedback to monitoring teams (in person, by phone, in writing) for consistent and accurate reporting on the rule of law issues.
Responding to requests for clarifications about trials or rule of law developments monitored by the SMM, including requests from senior management of the Mission as well as, e.g. ODIHR and the Representative on Freedom of the Media.
Attending and reporting on meetings and conferences arranged by Ukrainian state authorities, international organizations, and NGOs on rule of law and other human dimension issues.
Performs other duties as assigned, including providing internal training to colleagues on rule of law issues and the Ukrainian justice system.
Citizenship of Ukraine;
University degree in law;
At least four years of relevant professional experience in legal services, as a practicing lawyer, or as a legal adviser, at the national level, are required;
Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
Thorough knowledge of Ukrainian law;
Holding a valid driving license;
Computer literate with practical experience in Microsoft Office applications;
Ability to work independently to achieve the goals identified, with periodic reviews (either in discussion or through written revision) by the supervisor;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;

Monthly remuneration, subject to social security deductions is 2 151.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security / Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
