OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of National Public Affairs Officer in the Office of Head of Mission. Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of Political Officer, the incumbent carries out the following duties:
- Provide advice on the content, style and placement of all Mission public affairs communications, including responsibility for the drafting of all press releases, media advisories and other related documents. Initiates a public affair strategy for approval by the Head of Mission;
- On own initiative, processes media enquiries and requests for media interviews, in co-operation with COMMS, when appropriate; co-ordinates press conferences and other public affairs events, including media interviews, speeches, presentations and press points, as directed;
- Monitors media sources in relation to the main national developments related to the mandate; Provides written media monitoring reports on a daily and weekly basis;
- Responsible for the co-ordination, maintenance and regular updating of the Mission’s web- and social-media sites, including the drafting of all feature stories. Updating content and layout in liaison with COMMs; when required, acts as official photographer for the Mission;
- Maintains regular contacts with all media owners, directors, editors and journalists including with the regional outlets; and meets with national actors from politics and civil society when required. Liaises with other international Organizations and civil society in Montenegro, and with neighboring OSCE field operations, when required;
- In close consultation with the Political Officer, initiates regular meetings with relevant national staff from the thematic departments to identify forthcoming Mission thematic activities;
- Proof reads/edits/translates all documents and published communications in Montenegrin and provides interpretation and translation support when required;
- Performs other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizen or permanent resident of Montenegro;
- Minimum 2 years professional working experience in the media, public relations or any related area;
- Established reporting skills, including a demonstrated ability to draft news-related documents and other written documents as required;
- A sound working knowledge of OSCE principles and Mission activities;
- Professional experience with international organizations and demonstrable record of impartiality in public life;
- Demonstrates sound political judgment and ability to communicate professionally with high level officials;
- Demonstrates strong understanding of the media environment, including through key contacts;
- Ability to operate Microsoft Office applications, including word processing, e-mail and Photoshop;
- Strong photographic skills;
- Excellent oral and written communication skills in English and local language.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1,810.08 euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
