The OSCE Special Monitoring Mission (SMM) to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of National Public Relations Officer with its main Office in Kyiv.

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
Under the supervision of the Chief of Press and Public Information Unit (PPIU) the incumbent’s job it to design, coordinate and execute comprehensive campaigns (TV, print, radio and online) to better improve the public perception of the Mission. This includes project managing the campaigns from start to finish, coordinating with procurement and outside contractors to bring about the project, liaising with senior management and the OSCE Secretariat to seek consensus on the way forward and ensuring the campaigns are appropriately synchronized with other communications activities of the Mission, such as media and outreach. The incumbent will support the Chief of Press and Public Information Unit, National Media Officer and the National Outreach Officer as required.
More specifically, the National Public Relations Officer will be responsible for the following:
Develop action plan for public relations and other information campaigns to improving the public perception of the Mission, including concept development, execution, timelines, budgets, key contacts, etc.;
Project manage comprehensive campaigns, including coordinating with other sections in the OSCE SMM, external companies and OSCE Secretariat;
Research public perception trends related to the OSCE SMM and provide an analysis of these trends to senior management on a regular basis, including through the use of focus groups and public opinion surveys;
Develop measures of effectiveness/impact to determine results of public relations and other information campaigns;
Creation of informational materials and leaflets to support the public relations and information campaigns;
Support other PPIU staff members in their duties;
Contribute to crisis communications management as required;
Performs other tasks as assigned.
Ukrainian citizenship or holding permanent resident status in Ukraine;
A first level University degree in public relations or communications or related field of international relations, media studies or journalism;
Minimum two years relevant professional experience working with or in media, journalism public affairs/relations, particularly in developing public advocacy campaigns;
Professional fluency in English, Russian and Ukrainian languages;
Requires a thorough understanding of the public perceptions of the Mission, the media environment;
Experience working in an international environment is desirable;
Demonstrates a robust understanding of the public perceptions of the Mission, the media environment, including through key contacts;
Demonstrated sound political judgment and ability to communicate professionally and diplomatically with high level officials and external contractors;
Demonstrated ability to work under pressure, within limited time frames and to a high standard;
Proven resilience to high stress environments;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Monthly remuneration, subject to social security deductions is 1691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
