The incumbent is recruited by the OCEEA (on a part-time basis - at 50% time) and is physically based in the OSCE Mission to Moldova to support the implementation of the OSCE project "Enabling Transboundary Cooperation and Integrated Water Resources Management in the Dniester River Basin" led by the OCEEA.
This Global Environment Facility (GEF) funded project will assist the Governments of Moldova and Ukraine in the implementation of the Dniester River Basin Treaty that entered into force in July 2017 and had been drafted, negotiated, signed and ratified with the OSCE support. The project will help establish, as required by the Treaty, a Dniester River Basin Commission and its working groups to enable effective implementation of the Treaty. It envisions development of a detailed Transboundary Diagnostic Analysis for the basin and of a joint Strategic Action Programme.
Note: This is a temporary position per the duration of the project, through July 2020.

Tasks and Responsibilities |

|
In all of the following actions, the National Project Officer will accomplish duties under the supervision of the Environmental Programme Officer as immediate Supervisor and Senior Environmental Affairs Adviser as second-level Supervisor at the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA). To these ends, the National Project Officer will be responsible for tasks as listed below:
- Ensures that national activities are undertaken according to the agreed work plan of the project;
- Supports organization and follow-up of the Dniester Project Steering Committee meetings;
- Collects national information (through meetings with relevant national stakeholders and Moldova's country offices of relevant international organisations) on co-financing of the project and reports it in writing to the Supervisor and the Regional Project Co-ordinator;
- Provides inputs on implementation of project activities coupled with estimates of required financial resources, documentation and communication of lessons learnt throughout the project and identification of potential risks and opportunities during project implementation to narrative and financial reports and work plans as agreed with the Supervisor and the Regional Project Coordinator;
- Supports organization of project activities, including regular project meetings, trainings and workshops, with a focus on sampling, analytical, modelling, quality assurance, including reporting for hydrologists in Moldova and Ukraine responsible for forecasting , through the following: communication and coordination with beneficiaries and stakeholders, donors community in the Republic of Moldova, contributions/concrete proposals to agendas/programmes of the events and to discussions during the events; moderation of selected sessions during the events;
- Provides support in organising study visits for participants from Moldova (study visits will focus on exchange of experiences between hydro-meteorological services of Moldova and Ukraine; on twinning to learn from experiences of other river basin commissions and their possible application in the Dniester Basin);
- Prepares Terms of Reference (ToRs) for project related activities in consultation with other members of the Dniester Coordination Unit;
- Prepares inputs including how water management issues are addressed through specific project actions, specific conditions necessary to replicate or benefit from this experience, significance of the experience to GEF and transboundary water resources management, and, proposed ways to address identified challenges regarding national "lessons" in the GEF Experience Notes format;
- Provides guidance on national stakeholders to the supervisor and the Regional Project Co-ordinator.

Necessary Qualifications |
|
|

|
- First-level university degree in the areas of water resources, natural resources management, environmental policy, ecology or biology or equivalent studies;
- Minimum 2 years of experience in project management related to international or bilateral projects with relevance to water and environmental issues. Ability to support the work of multidisciplinary groups of experts;
- Good communication, problem solving and planning skills;
- Computer literacy with practical experience in Microsoft packages.
- Excellent written and oral communication skills in the Romanian, English and Russian language;
- Citizen or resident of the Republic of Moldova.

Remuneration Package |

Approximate monthly salary, subject to social security deduction, is EUR 591.00. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. |
