Background:

This is the fixed-term post financed from the Extra Budgetary “Support Good Governance in Local Communities as Part of the Decentralization Reform” Project. The initial contract is until 30 April 2019. The post extension is subject to availability of funds.

Tasks and Responsibilities:

The incumbent will work under the direct supervision of the National Elections and Governance Officer contributing to the fulfilment of the objectives, outcomes and outputs of his/her department, the PCU and the OSCE in support of good governance and the decentralization reform. The incumbent should perform the following tasks:

Manage projects

Manage projects through all steps of the project cycle, in accordance with OSCE performance-based programming and budgeting and project management standards.

The cycle consists of

  • Identification of projects
  • Development, including preparing project proposals and budgets
  • Implementation, including monitoring
  • Evaluation (which then informs future project identification)
  • Preparation of interim and final narrative reports to the donor(s), with a focus on result- and objective-level evaluation

Provide conduction of activities and supervision

  • Assist in selection and oversight of consultants, implementing partners and vendors
  • Directly manage activities, which can include working groups, seminars, trainings, study tours, publications and others
  • Supervise the work of the Project Assistant whose focus is on providing the necessary administrative support to the work of the Project Officer

Establish and maintain good relations with partners

  • As coordination is essential to the effectiveness of the PCU, the project officer shall ensure coordination of planning and conduct of projects with key partners inside and outside the OSCE
  • Through effective monitoring and evaluation of the project activities, identify and develop policy recommendations for the project partners, with a particular focus on ensuring sustainability of efforts

Other duties as assigned

Necessary Qualifications

  • University degree in political science, public administration or social sciences
  • Minimum two years of professional experience in public administration or elections
  • Demonstrated project management skills
  • Demonstrated thematic expertise in good governance and decentralization reform
  • Excellent written and oral communication skills in English, Ukrainian and Russian
  • Computer literate with practical experience in Microsoft Office application

Remuneration Package

Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
