OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas: Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats. |

Tasks and Responsibilities |

|
Under the guidance and supervision of the Deputy Head of Mission (DHoM) and the Senior Policy and Planning Officer (SPPO), the incumbent works closely with Programme Managers and provides assistance and guidance for the development, implementation, monitoring and evaluation of all Mission’s UB and ExB projects.
More specifically, the National Project Co-ordination Officer:
- Assists the SPPO to coordinate the preparation, assessment, approval, monitoring and evaluation of Unified Budget (UB) projects, ensuring that project proposals are realistic and practical, aligned with the programmatic outcomes and budgetary resources available and ensuring Mission leadership input and feedback early in the planning cycle
- Assists Project Managers in the technical aspects of drafting project proposals as required and supports the Mission staff in planning, monitoring and evaluation of their projects and programmes; reviews UB projects of the Mission within the Mission’s Project Approval Group
- In co-operation with FAU, organizes and participates in regular review meetings (M&E Group meetings) with programmes, chaired by the SPPO; coordinates inputs to the Mission’s monitoring and evaluation tools to track the status of each activity; ensures project implementation is on track and discusses risks, possible solutions and future activities with Programme Managers
- Assists the SPPO, Programme and Project Managers in assessing how UB project implementation is coordinated and gives recommendations on improvements; provides advice Mission-wide on project management procedures and the pertinent financial/administrative instructions
- Provides project-related technical support to the senior management of the Mission, designs internal workflows, reviews and drafts amendments to the Mission’s internal instructions related to project management for approval by the SPPO
- Drafts project summary documents; reviews and edits interim and final narrative, financial reports and self-evaluation reports prepared by Programme/Project Managers for projects
- Ensures compliance with the organizational standards and procedures on project management and the regulatory framework, as well as organizational instructions of the Mission’s Implementation Partner Agreements
- Assists in the preparation of the Mission’s programmatic budget cycle with a special focus on identification and definition of Performance Indicators and Means of Verification; is responsible for reviewing and uploading programmatic documents in the OSCE Documents Management System, ensuring that information is accurate, complete and up to date
- As the Mission’s Extra Budgetary (ExB) Focal Point, maintains continuous exchange of information and harmonization of mutual efforts with the Mission’s external donors and partners; liaises regularly with Secretariat’s Programming Evaluation and Support Unit and ensures the proper planning, monitoring and evaluation and reporting on the Mission’s extra-budgetary portfolio
- Co-ordinates the ExB project assessment process in the Mission and with the Secretariat (PESU), including presenting project proposals for review and ensuring that feedback is incorporated in the proposals
- Builds the internal capacity of mission members on the organization’s project management cycle within the Mission
- Performs other duties as required.

Necessary Qualifications |
|

|
- Citizenship of or permanent residence in the Republic of North Macedonia;
- First level university degree in project management, social science, public administration or related fields;
- Minimum of two (2) years of professional experience in a relevant field such as project coordination or project management, preferably at an international organization;
- Previous working experience in project development, implementation and evaluation;
- Established good networking and communication skills, mediation and diplomacy/tact in all dealings;
- Knowledge of the OSCE or similar administrative framework;
- Computer literate with practical experience in Microsoft applications;
- Excellent verbal and written communication skills in English and local language(s);
- Holding a valid driving license.

Remuneration Package |

* Appointment to this position is subject to approval of the OSCE Unified Budget for 2020.
Monthly remuneration, subject to social security deductions, is approximately EUR 1,915.00.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
