Background
This vacancy is open only for persons with the citizenship of the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project (expected to run until 18 February 2021).
The incumbent will work within the project "Support for Victims and Witnesses of Crime in Serbia" (ExB #2400710), which is placed within the Human Rights and Criminal Justice Unit of the Rule of Law and Human Rights Department.
Tasks and Responsibilities
Under the supervision of the National Legal Adviser (project manager), the incumbent co-ordinates project implementation, including communication with the donor and external partners, supports the administrative management of the project, advises the project manager and staff on substantive, administrative and budgetary issues as needed for the overall execution of the Project, and manages specific tasks/activities, as assigned by the project manager. Specifically, the National Project Co ordination Officer:
- Advises the project manager on conceptualization, implementation and administrative management of activities (capacity-building measures, workshops, comparative approaches) and on their prioritization to better achieve the goals of the project;
- Develops, reviews, implements and monitors project activities in co-operation with governmental agencies, judicial bodies and civil society institutions mandated to develop support mechanisms for victims and witnesses of crime;
- Monitors the status of Project implementation and drafts/reviews relevant documents, such as Implementing Partner Agreements, activity plans, reports (including interim reports for the donor), requests, correspondence etc.;
- Maintains continuous exchange of information and harmonisation of the mutual efforts with the donor and main partners, in order to collect, assess and report on their activities, avoid overlapping and provide for a co-ordinated approach to improving victim support in Serbia;
- Represents the project at external events (conferences, seminars, workshops);
- Advises the project manager and Project staff on administrative and budgetary issues, and Serves as the focal point for administrative requirements of the project maintaining regular contact with the Administration Unit;
- Supervises one Project Assistant;
- Performs other duties as required.
Necessary Qualifications
- Citizenship of the Republic of Serbia;
- University degree in law, public administration, social studies or humanities;
- Supplementary formal studies/training in administration or project management;
- Minimum four (4) years of professional experience in a relevant field, such as programme co-ordination or project management, preferably in an international organization;
- Previous experience working in the field of justice sector reform;
- Experience in handling/reviewing documents of legal and paralegal nature;
- Knowledge of the OSCE or similar administrative framework;
- Experience in managing EU IPA projects would be an asset;
- Computer literate with practical experience in Microsoft packages;
- Excellent written and oral communication skills in English and Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Possession of a valid driving licence.

Remuneration Package
The incumbent will receive a one-year Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance, until the end of the Project. The Project is expected to run until 18 February 2021.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 2,351.67. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
