OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas: Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats. |

Tasks and Responsibilities |

|
Under the overall guidance of the Head of the Public Safety and Community Outreach Department (PSCOD) and Chief of Police Development Unit (PDU), and the direct supervision of the Senior Police Advisers, the incumbent is responsible for project planning, design, development and implementation in the relevant areas, as well as all reforms in the area of professionalization of law enforcement and democratic policing, advising on gender mainstreaming and gender equality in the law enforcement, through liaising with national counterparts and project beneficiaries.
More specifically, the National Programme Officer:
- Plans, designs, develops and implements PDU projects in all respective areas of fight against trans-national threats, serious and organized crime and police reforms, with special focus on anti-corruption in police service and promoting/advancing departmental gender activities in the security agencies. Identifies and promotes regional scale projects to the Programme Manager and national partners
- Interfaces with senior and midlevel law enforcement and Government officials, international and non-governmental organisations, consultants and experts for the purpose of the project development and implementation, gauges interest and establishes/evaluates cooperation
- Liaises with OSCE Secretariat's Department for Addressing Transnational Threats and Conflict Prevention Center Forum for Security Co-operation, OSCE Field Missions in the region for programme co-ordination and developing specific objectives and activities
- Provides support in the preparation of the departmental programme outline, develops specific objectives and related outputs for activities related to the PDU programme. Reports on policy development, drafts internal briefing and background materials and other relevant documents
- Performs day-to-day monitoring of the media sources for news related to the police reforms/trans-national threats, follows up on relevant laws, activities and policies of the national authorities and ensures awareness and whenever possible engagement in the activities in the areas by the wider international community
- Oversees the implementation of the activities with regards to budget, human resources and administration, provides timely and correct information on project implementation and co-ordinates with advisers to ensure that project deadlines are met, oversees the implementation of extra-budgetary project in the AoR, as requested. The incumbent also conducts and/or coordinates project self-evaluation and produces recommendations for future programmatic planning
- Performs other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of North Macedonia;
- First level university degree in business/public administration, management, or security;
- At least 2 years of professional project management experience, preferably in international organisations and in dealing with projects related to areas of addressing trans-national threats, including serious and organized crime and police reforms;
- Proficiency in windows applications (power point, word, excel), preferably experience with an ORACLE applications, Integrated Resource Management Application system, DocIn database;
- Excellent planning, analytical and organisational skills;
- Excellent verbal and written communication skills in English and local language(s);
- Holding a valid driving license.

Remuneration Package |

* Appointment to this position is subject to approval of the OSCE Unified Budget for 2020.
Monthly remuneration, subject to social security deductions, is approximately EUR 1,915.00.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3 subject to specific conditions.
